DSHS Program Specialist 3 - Mobile Outreach SpecialistThis is an exciting opportunity to work as part of our

Economic Services Administration ’s (ESA) Community Services Division (CSD).

The administrative office for this role is located in the White Center neighborhood of Seattle, WA. You will be working in the field throughout DSHS Region 2. After completing training, you may be eligible to telework one day a week.

In this role, you'll be responsible for managing and operating all aspects of a Mobile Community Services Office (MCSO). You will coordinate and schedule MCSO events, obtain and manage accompanying employees, set up all equipment, maintain supplies, and develop processes and procedures to increase the efficiency and quality of the MCSO program.

You will also have responsibility for activities involving community outreach, performing informational services for the public to promote services, and providing services to the public. Additionally, you will be responsible for being a first responder and trainer in disaster and emergency situations; responding with program services and consultation while working with all CSD management and field staff, law enforcement at all levels, tribes, the general public, and other state and federal agencies regarding emergency programs administered by CSD.

You will have unsupervised access to vulnerable citizens. Certain criminal convictions, pending charges, and negative actions automatically disqualify a person from having unsupervised access to vulnerable adults, juveniles, and children. Passing a criminal background check is required for this position.

King County employees receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use.

Some of what you’ll do:Provide services in rural and urban, underserved communitiesManage administrative functions including recruiting volunteer accompanying employees to assist during Mobile Outreach events and training those accompanying employeesPlan and direct accompanying employees on Mobile Outreach technology and program availabilitiesAct as expert specialist for program services and consultation working with DSHS employees, DSHS management, law enforcement, and emergency responders at all levels, tribes, the general public, and other state and federal agenciesAssist in gathering and recording data to set and quantify performance measures for performance management accountabilityOrganize and conduct meetings and presentations with outside organizations and departmental personnel to plan and promote MCSO services and eventsAssist in updating Mobile Outreach SharePoint site, Mobile Outreach internet site, and any other publications pertaining to the Mobile OutreachConduct interviews to determine financial, medical, and food stamp benefits; explain program requirements and services availableProvide assistance with CSD managers to coordinate emergency response to areas affected by disaster and as part of continuity of operations when local Community Services Office operations are downWhat we’re looking for:Ability to independently and successfully perform functions with a limited amount of advanced training and supervisionAbility to effectively work independently and as part of a team in a high-pressure environment with severe time constraintsAbility to organize and prioritize daily responsibilities and manage time appropriately to meet daily job assignmentsExpert knowledge and understanding of ESA CSD programs that include TANF Cash, Diversion Cash, CEAP Cash, ABD Cash, Refugee Cash, SSP, Basic Food (SNAP), Transitional Food, Disaster Food/Cash, Classic Medicaid programs, Medicare Savings Programs (QMB, QDWI, SLMB, ESLMB), and the basics of WorkFirstExtensive statewide travel is required depending on the schedule of the Mobile Outreach events. Evening and weekend work is required as needed for events scheduled in advance and during emergenciesMust hold a valid driver’s licenseWho should apply:Professionals with a Bachelor’s degree AND two years of experience including planning, policy analysis, coordination, and consultation with a variety of public and private agencies, organizations, and/or levels of government
