Under the supervision of the Privacy Manager, the Senior Privacy Compliance Analyst is responsible for monitoring day-to-day privacy compliance activities to ensure compliance with UCSF and UC system-wide policies, and applicable privacy laws and regulations.
The Senior Privacy Compliance Analyst will serve as a technical expert and advisor on privacy compliance matters. They will maintain and apply their extensive knowledge of internal privacy policies/practices and external privacy laws/regulations to advise the UCSF enterprise, represent OHCP in appropriate committees and workgroups, identify risk patterns and trends, and handle privacy risk assessments and queries that are complex and/or of broad scope. They will exercise their judgment in selecting methods, techniques, and evaluation criteria to anticipate, identify, and resolve issues.
This includes collaborating with the Privacy Manager on the following:Developing, implementing, and maintaining the framework of the Privacy Compliance Program, including reporting educational needs based on an assessment of compliance risks for the UCSF enterprise.Conducting timely review, revision, and implementation of UCSF enterprise-wide privacy policies and procedures and assessing compliance with current and proposed federal and state regulations and UC system-wide policies and procedures.Managing complex privacy/compliance HIPAA projects, participating in special projects such as process improvements, and supporting the Program's work items, including conducting privacy due diligence of UCSF Health Network acquisitions.In addition to the core responsibilities, as needed, the Senior Privacy Compliance Analyst is also tasked with:Supporting the interdepartmental framework for research privacy compliance at UCSF, including training, consultations, and other relevant research privacy compliance projects.Under the Privacy Investigations and Regulatory Manager's supervision, they apply their knowledge of internal policies and external privacy regulations to investigate privacy incidents, determine reportability, and facilitate any required reporting. They will also work with relevant stakeholders to implement preventative and mitigating measures.The final salary and offer components are subject to additional approvals based on UC policy. Your placement within the salary range is dependent on several factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement. OHCP is responsible for oversight and compliance with all laws, regulations, and policies related to Privacy and Healthcare Compliance, which includes the prevention of fraud, waste, and abuse in federal healthcare programs. The department provides compliance oversight in these areas for the entire UCSF enterprise, including the School of Medicine, all UCSF Campus Departments, UCSF Health, Langley Porter Psychiatric Institute, Benioff Children's Hospital Oakland, and the UCSF Health Network.The Privacy unit within OHCP provides privacy compliance oversight (including privacy consultation, education and training, risk mitigation activities, and investigations) for the entire UCSF enterprise, including the Schools of Medicine, Nursing, Dentistry, and Pharmacy, all UCSF Campus Departments, the UCSF Health System, Langley Porter Psychiatric Institute, Benioff Children's Hospital Oakland and the UCSF Health Network.Required Qualifications
Bachelor's degree in a related area or four years equivalent experience/training.Three years of experience working in a large healthcare organization, including experience in a healthcare quality or analytical environment, or a combination of experience in healthcare with significant experience in Privacy or regulatory compliance within an organization or highly regulated industry.Up to date on current HIPAA regulations, other relevant federal and state privacy laws, and UC and UCSF policies and procedures. Ability to implement HIPAA and other privacy regulations. Utilizes knowledge of clinical operations and patient care workflow to guide departments and providers.Skilled written and verbal communicator. Applies discretion and tact regarding sensitive and confidential issues. Presents a professional demeanor and is a customer service role model in interactions with internal and external customers; patients, families, visitors, hospital/health system personnel, outside vendors, external organizations, and physicians.Excellent interpersonal and problem-solving skills. Ability to listen actively, think critically, persuade, advise, and counsel.Ability to work in high-stress environments with individuals of diverse cultural backgrounds. Proven project management and database management skills.Advanced organizational and project management skills. Demonstrates flexibility and handles multiple and competing responsibilities; sets goals, prioritizes tasks, and identifies resources.Knowledge of the privacy program database systems. Experience applying regulations to fact patterns and ability to make recommendations to maintain regulatory compliance.Experience leading or managing special projects and collaborating with multiple stakeholders and departments.Demonstrates professional development related to compliance, systems management, analysis methodology, training, and report writing skills for compliance, privacy, confidentiality, and other related areas.Ability to function independently and within a team with minimal supervision, demonstrating excellent judgment, and attention to process and detail. Discretion, confidentiality, tact, and ability to deal with sensitive issues.Ability to interact with all levels of staff and ability to set priorities and manage multiple demands effectively.Preferred Qualifications
One or more years of demonstrated project management experience.Master's degree or equivalent experience as a privacy analyst in a healthcare setting or a Juris Doctor degree.License/Certification
