Reports to County Manager.Confers with department heads and employees on personnel problems; provides information and assistance; seeks to ensure uniform applications of personnel policies. Directs the administration of the County position classification and compensation plans and the revision of those plans to meet changing needs. Develops programs for recruitment to include interviewing and testing of applicants for positions in County government. Develops and oversees the performance appraisal program; proposes changes to enhance the benefits offered to employees and to ensure compliance with mandated legislation. Receives and responds to employee grievances; works to resolve problems. Attends meetings and conferences. Maintains computer records and prepares computer-generated reports. Performs related work as required.Minimum Education and Experience:
Graduation from a four year college with a degree in human resources management, administration, or related field. Requires at least five years of progressively responsible personnel management experience, preferably for local government or public agency, including at least three years supervisory experience. Equivalent combination of education and experience will be considered.Knowledge, Skills and Abilities:
Thorough knowledge of the objectives and principles of modern public personnel administration. Thorough knowledge of the County personnel policies and procedures. Knowledge of the organization and functions of County government. Ability to develop and administer effective personnel policies and procedures. Ability to develop effective programs of personnel services including recruitment, training, classification and pay, benefits and a grievance program. Ability to express ideas effectively orally and in writing. Ability to maintain effective working relationships with other employees.Special Requirements:
