At GCI, we solve the hard problems. As a Program Sr Manager, a typical day will include the following duties:
Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation
Responsible for profitability and revenue growth of assigned program(s)
Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits
Performs business development activities at all stages, including the preparation and review of technical and cost proposals
Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement
Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances
Develops, reviews, and approves plans, schedules, consulting agreements and other program documents
Prepares and provides various reports and technical reviews to senior management as requested
Ensures compliance with relevant corporate and government policies and standards
Manage the expenditure of program costs and labor hours to meet the negotiated contract valuesLead the management of the customer relationship amongst customer contracting officers and customer task area points of contact – maintaining regular communication cyclesManage cost, schedule, and quality of the delivered servicesManage the personnel resources of the program contract, including subcontractorsParticipate in staffing process to identify new candidates to replace existing personnel and or to meet growth opportunitiesIn coordination with Recruiting/Staffing, source, identify, interview and select candidates to meet requirementsPrepare and deliver program Monthly Contract Status Reports (MCSRs)Manage a capable, cohesive team fluent in advanced analytic methodologies and conveying complex ideas to stakeholdersCollaborate with customer and specific mission-related teams in support of new requirementsConsistently assess operations to identify gaps in productivity and opportunities for improvementStreamline processes to increase efficiency, effectiveness, and timelinessDevelop and maintain SOPs, management plans and reports, and coordinate project schedule with technical leads and stakeholdersSCOPE OF ROLE: Manages one or more medium to large teams of multiple disciplines. Medium to High Complexity. Direct reports are typically exempt and often include other people managers
REVENUE RESPONSIBILITY: Responsible for programs(s) with annual revenues of $10 million and above.
EDUCATION AND EXPERIENCE: BA/BS or equivalent, 5+ years of experience
REQUIRED KNOWLEDGE/MANDATORY SKILLS
Bachelor of Science degreeAt least three years total experience as a program/project manager on projects of comparable complexity and scope of 70 FTEDemonstrated experience successfully managing disparately located personnelDemonstrated experience managing programsDemonstrated experience managing cost, schedule, and budget of contract against mission requirements and prioritiesExperience interacting with customer stakeholders, COTRs, and contract officersExcellent time management, negotiation, and customer service skills.
A candidate must be a US Citizen and requires an active/current TS/SCI with Polygraph clearance
DESIRED KNOWLEDGE/SKILLS
Prior experience with property management and procurementExperience with purchase orders, vendor quote requests, billing, and expense reportsProject Management Professional (PMP) Certification.
