Orbital Engineerings Utility Infrastructure Improvement (UII) Department partners with Utility and Communication Companies in Engineering and Construction operations for Joint Use Pole Attachment Programs (JU), Distribution Engineering Design Projects, and Distribution System Improvement Charge (DSIC) programs, such as the Pennsylvania Long-Term Infrastructure Improvement Program (LTIIP).
This position will directly support projects within the UII Departments pole attachment application process and power delivery improvement process. The UII team is also responsible for analyzing requests for attachment to clients poles and network reliability improvements on clients electric distribution systems. UII staff support GIS data analytics, creation of notifications, work orders, invoicing, and financial reports utilizing enterprise resource planning software.

Supports or manages coordination of construction operations to deliver projects on time and on budget while accomplishing the goals and objectives of the projectsVerifies construction team is adhering to applicable federal and local laws while maintaining compliance with Orbital and/or Client safety guidelinesUtilizes understanding of National Electric Safety Code (NESC) Standards, Client Standards, Federal, State or Local Municipal Guidelines, and/or other applicable guidelines to manage construction team or contractors through safe and accurate construction operationsCollaborates with engineering designers and permitting team to determine full scope of project construction and verifies projects are successfully executed in accordance with designSchedules work and obtains required permits, according to project timelines or contractual agreements to appropriately meet agreement termsFacilitates and executes all required outage and/or switching requirements for construction with appropriate client personnelAcquires and manages all necessary construction equipment and materials while reconciling bill of materials and/or as-builts, identifies and takes any needed corrective actionRegularly interfaces directly with clients, contractors, private property owners, and the public to verify construction projects are executed in alignment with project scopeCommunicate potential strategic initiatives or departmental risks to internal management teamRegularly works with internal stakeholders to verify team has necessary resources to remain productive and effectiveCompletes quality assurance practices on construction operations to verify conformance with quality standards and requirementsCan endure frequent driving, standing, walking (numerous miles a day), navigating (on foot or in a vehicle), and balancing objects which may weigh up to 20 pounds in congested and/or complex terrainMust be able to work in all outdoor weather conditions and in residential, commercial, and industrial areasWork is primarily in the field with minimum time in an office environmentWill be required to attend meetings at clients sites and regularly interact with the general public, including landownersMay occasionally enter energized extra-high voltage substations up to 745kV and will need to coordinate with appropriate utility personnel throughout fielding activities within this locationSkills/Experience:Minimum Requirements
High School Diploma or GED required with 3+ years of experience in fieldwork or a construction environment, drafting, utility experience, or technical designAssociates Degree in Engineering, Engineering Technology, Construction Management, Surveying, or related technical discipline with 2 years of experience, with interest in fieldwork, or surveying.Combination of relevant experience and training will be considered in lieu of a degreeExperience in managing multiple field-based projects with competing priorities while maintain schedule and budgetBase understanding of construction procedures and material managementAbility to read and understand engineering drawing/schematicsKnowledge or experience in inspecting field conditions including pole attachment clearances, electrical conductors, power/communication equipment, and other construction assembly units during and after constructionAbility to negotiate and develop relationships with current and new clients or contracting partiesDemonstrated ability to develop and implement process improvements with measurable results in moving a departmental initiative forwardSuccessful candidate must have exceptional analytical and decision-making skills, the ability to communicate with all level of the organizationSkills required for this role include but are not limited to being detail-oriented, strong organization skills and excellent written as well as verbal communication skills.Ability to adapt to changing priorities while maintaining an effective teamProficient with Microsoft Office software applicationsFamiliar with Safe Work Practices and PPE ApplicationsAbility to work from home and an offices setting, as requiredMust have dependable transportation and a valid drivers license with insurancePreferred Qualifications
Bachelors Degree in Engineering, Construction Management, Architecture, or Business AdministrationProject Management Professional (PMP)Thorough and working knowledge of electrical distribution assets and/or communication equipment constructionKnowledge or experience in utility Long Term Infrastructure Improvement Programs (LTIIP)Experience within the Joint-Use industry with understanding of the Federal Communication Commission (FCC) GuidelinesExperience in pole loading (Spida Calc, O-Calc, Pole Foreman, or Katapult) or other construction modeling software (AutoCAD) is beneficialKnowledge of industry utility or joint-use software (SPANS, NJUNS, IkeGPS) for make-ready engineering and construction is beneficial
