Under general supervision, provides multiple human resources services in support of the agency.

All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Dispensing site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours.

Job Responsibilities

Essential functions include, but are not limited to:Applies analytical and professional expertise to multiple personnel disciplines.Backup for recruitment activities for permanent and temporary positions.Responsible for the record management function of personnel transactions including maintenance, retention, transfer, and/or disposition of personnel records and files.Responsible for workers compensation processes.Provides technical assistance with the performance management system - including assistance with training, implementation, and annual processing.Conducts research on various personnel matters and compiles data, citing sources used.Analyzes data and/or information to produce reports and other documents.Provides technical assistance for all human resources systems.Backup for all Human Resources functions.Helps to ensure organizational compliance with federal and state laws, including reporting requirements.Receives additional training, as required, to gain full proficiency and experience in all areas.Maintains confidentiality of all human resources documents and activities.Minimum Qualifications

High school diploma/GED

AND

two (2) years of experience performing human resources job-related functions;

OR

one (1) year of experience required at the lower level HR Tech 2 (HRT011) or position equivalent.**Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.Additional Information

Preferred Qualifications

:

Public Health Experience.Associate's or Bachelor's degree in a Personnel/Human Resources related field.3+ Years of Personnel/Human resources experience.Knowledge of principles, concepts, and professional standards of public human resources administration.Knowledge of state personnel disciplines, classification, compensation benefits, etc.Knowledge of state personnel rules and regulations, policies, and procedures.Experience with human resource specific computer data entry a plus (PeopleSoft).Computer proficiency- Microsoft Word, Excel, Adobe, Power Point, and data entry.
