Job Description:
General Dynamics Information Technology is seeking to fill an
IT Modernization Delivery Manager
, role on an existing contract to support the
Food and Drug Administration (FDA)
and their critical mission needs.
As the IT Delivery Manager, you will play a pivotal role in FDA’s IT modernization by ensuring the seamless execution and delivery of IT projects. This leadership position is responsible for managing the lifecycle of complex IT projects from inception to completion, ensuring they are delivered on time, within budget, and to the specified quality standards.
This role is hybrid with 2 days a week onsite in Silver Spring, MD and/or at the GDIT office in Gaithersburg, MD. Travel expenses will not be reimbursed.
Responsibilities:
Lead the delivery and execution across a complex and scaling agile program by managing cross-functional modernization teams, including developers, testers, business analysts, and other relevant roles.
Coordinate and establish a repeatable process for backlog development, prioritization, and refinement.
Define and implement Jira standards and guidelines across all teams to ensure consistency.
Serve as an Atlassian expert to develop Confluence pages and Jira reports/dashboards that can scale as the team continues to grow.
Support the Program Manager and provide strategic input on project and portfolio management, resource allocation, and the optimization of delivery processes.
Develop and maintain project plans, outlining the tasks, timelines, and resource requirements in JIRA, Confluence and/or Microsoft Project.
Collaborate with project stakeholders, other development teams, vendors, technical teams, and end users, to comprehend business requirements and design solutions for a range of diverse problems.
Engage with internal and external stakeholders to define project scope, objectives, roadmaps, timelines, and deliverables.
Drive team members to anticipate and resolve potential blockers (e.g., technical/ people constraints), and ensuring impediments and blockers are removed or escalated as needed
Advise and assist with inputs to resource allocation that contributes to the effective execution of project objectives.
Implement process improvements based on project retrospectives and feedback.
Implement and oversee quality assurance processes to ensure the delivery of a high-quality products.
Ensure comprehensive documentation is maintained for all project activities, including updating project management tools like JIRA and Confluence.
Required Skills and Experience:
Bachelor’s degree in business, IT, or a related field (or equivalent experience)
10+ years of government experience required
Experience with partnering with Agile Coaches and Agile CoE to help identify and deliver against training needs to support Agile practices
5+ years of customer facing delivery experience
3+ years of experience leading Agile delivery teams; including value delivered, burn-down charts, cycle time, etc.
Experience with Atlassian tools (JIRA, Confluence)
Experience with influencing and driving change within the organization Enterprise level experience with large and complex IT modernization efforts
Must be able to be onsite in the DMV 2x a week
Preferred Skills and Experience:
FDA experience is strongly preferred
Prior HHS experience Experience implementing COTS platform such as Appian/Pega for federal agencies
Experience in the field of human-centered design, including journey mapping and customer research on user personas
PMP (Project Management Professional)
Professional Agile certification, including SAFe methodologies Foster a positive and collaborative team culture; aligning closely with both FDA and GDIT leadership
Excellent written communication and presentation skills
Excellent stakeholder management abilities
Ability to manage multiple projects simultaneously and under strict deadlines driven by mandates
Ability to articulate business process driven requirements into streamlined technical requirements

The likely salary range for this position is $127,500 - $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
