Position DescriptionCome join our team at Jefferson Lab, where great minds matter.Posting Date: 08/27/2024Salary Range: $144,100 - $231,700(SSA)Work Location Type: Hybrid (Combination of on-site and remote work based on business needs)*The business needs for this position require a heavy on-site presence.What your job will be like:Jefferson Lab's CFO Division seeks to hire a Senior Procurement Manager to oversee theacquisition services in support of the Laboratory. Are you ready to provide leadership, strategic direction, and operational guidance for the Laboratory's procurement program while ensuringprocurement actions are executed in accordance with applicable laws, regulations, JSA policies, and the JSA Management and the Operating (M&O) Contract? In this role you will:Work to maintain a DOE-approved procurement system through leadership, supervision, oversight and technical expertise.Foster a culture of exceptional procurement operations for a team of Supervisors, Subcontract Administrators and Procurement Specialists, through effective and proactive engagements with staff, stakeholders (internal and external), and senior management.Will be directly responsible for procuring high-level IT Systems.Lead and mentor the department in all areas of Federal purchasing activities to drive operational efficiencies, effectiveness, and improvements.Develop and maintain the Laboratory's Procurement Operations Manual, forms and formats, and other supporting documentation necessary to ensuring the effectiveness andcompliance of the procurement system.Serve as a chief acquisition specialist and point of contact for all procurement related matters. In this capacity, the Procurement Manager frequently interacts with the highest levels of Laboratory management, legal, and Government personnel to resolve and/or support resolution of complex procurements.Develop and manage the Procurement resources necessary to effectively achieve mission objectives.Responsible for adjudication and formal responses to disputes, protests and claims filed by subcontractors and vendors.Ensure effective and compliant Strategic Partnership Projects (SPP) agreement actions.Provide oversight for the Small Business Goals as required by the M&O Prime Contract.Qualifications We Require:

Education:Bachelor's in Business Administration, Finance, Purchasing/Supply Chain Management or related degree.Experience:15 years of applicable experience in acquisition, 5 of which include Federal procurement andextensive managerial experience in more than one functional area of responsibility.Knowledge, Skills andAbilities :Expert knowledge of the principles, laws and thresholds of federal acquisition regulations as they apply to the cost-effective acquisition of goods and services and contracting activity.Extensive knowledge of laws and regulations as they apply to contracting activity. In depth knowledge of Information Technology procurements.Demonstrated management, leadership, team building, analytical, problem solving, statistical, interface, decision making, and conflict resolution skills.Strong negotiation skills with a focus on improved quality and reduced cost.Familiarity with sourcing and vendor management.Excellent written and verbal communication, facilitation, and presentation skills.Be a Subject Matter Expert (SME) on subcontracts, purchasing, technology agreements and related policies and procedures.Demonstrated commitment to Affirmative Action and Equal Employment Opportunity and good working knowledge of Laboratory EEO/AA policies and philosophies.Demonstrated understanding and application of administrative policies and procedures.Good working knowledge of the Environmental, Safety, Health & Quality policies, practices, and procedures as they relate to the procurement functions.Q

ualifications We Desire:In depth knowledge of the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation Supplement (DEARS), desired.

MBA or applicable graduate education.
