Job Description

Job Summary:Under general supervision, performs complex budgeting and accounting functions; conducts financial, statistical and analytical studies; prepares and assists in the preparation of financial reports and statements.Typical Duties

Performs accounting functions for the City; maintains general ledger, audits and posts entries; maintains chart of accounts; prepares and reviews year-end closing process and documents.Performs city-wide accounts payable functions; ensures compliance with City's fiscal policies.Performs detailed cost analyses, reports on expenditure trends and causes, analyzes department spending variances and their causes, and analyzes capital budget requests.Participates in the City's annual budget process, reviewing trends and calculating year end projections.Performs a variety of research and fiscal analyses in support of policy development, performance measurements, debt affordability; participates in and/or performs various fee studies, cost benefit studies, feasibility studies, and return on investment or life cycle cost studies as assigned.Assists in the coordination of all external audit activities through the entire audit process; prepares responses to audit findings or issues.Prepares RFP/RFQs for response, gathers completed documentation and data, ensures compliance to approved vendor contracts.Administers and documents the City's purchasing card program; review and recommend revisions to guidelines and policies.Conducts asset inventory to accurately reflect the City's capital assets; develop and document procedures and recommend policy improvements.Provide support for management of City's benefits vendors and providers; ensures compliance with contracts and service level agreements.Assists with reconciliation of purchasing cards, bank accounts, payroll reports, etc.Participates in a variety of special projects in support of City-wide operations, which may include: analyzing vendor contracts; performing special studies; providing guidance and recommendations to departments to ensure organizational sustainability.

Education & Experience

Minimum Qualifications:Bachelor's Degree in Accounting, Public or Business Administration, Finance or related field required, and three (3) years of progressively responsible experience in accounting, finance or related field with municipal government experience preferred.

Certifications:

Certified Government Finance Officer preferredKnowledge, Skills and Abilities:Comprehensive knowledge and understanding of government purchasing and accounting principles and practices; Knowledge and understanding of government budgeting principles and practices; Ability to focus on completing work assignments with accuracy and detail; Proficient skills in Microsoft Office Suite including Excel, Word, and PowerPoint; Ability to conduct research, data analysis and resolve complex problems; Ability to develop and maintain a positive working relationship with staff, fellow employees, elected officials, supervisors, citizens, business and community groups; Ability to maintain confidentiality when working with sensitive information and to comply with all record retention laws; Proficient skills to communicate clearly and concisely in English, both orally and in writing; Comprehensive understanding of City policies and operating procedures; Ability to maintain proficiency and knowledge of current and/or new regulations/legislation within areas of responsibility.
