The successful candidate will perform work which involves the examination of accounting and financial information to provide advice and recommendation on findings. Much of the work is executed using modeling techniques that display financial information in a variety of ways. Incumbents evaluate multifaceted financial information, prepare reports indicating trends, provide recommendations to management, and respond to inquiries for professional counsel related to financial information. Responsibilities focus on the analysis of financial information. The incumbent may be asked to lead in the development and implementation of new/revised accounting procedures and in coordinating/executing accounting-related special projects that often require an expert knowledge of the linkages between systems, operations and processes.

Coordinates preparation of the bi-annual preliminary and final budgets, including gathering information, setting timelines, developing procedures, training department staff, and preparing the budget for presentation to the City Council;Develops procedures and methods to be followed by departments in presenting their budget requests;Attends budget hearings and related meetings;Prepares the City's labor budget by coordinating departmental information, reviewing, reconciling and analyzing rates in preparation for inclusion in the budget;Reviews and implements the results of collective bargaining agreements to ensure all city contractual obligations are fairly applied and executed by the appropriate accounting/payroll system;Compiles, analyzes, and interprets confidential and sensitive financial data used in the formulation of budget planning;Coordinates the entry of the annual budget into the City's financial system;Prepares a variety of statistical reports and other written materials regarding costs, labor extrapolations, cash revenues, expenditure projections and budget variances;Monitors, evaluates, and analyzes budget to actual revenue and expense throughout the year alerting departments and management to potential problem areas;Assists the Finance Director in forecasting the City's major revenue sources and expenditures based on current and forecasted economic trends and historical trends;Provides written analysis and graphs explaining major components and changes;Assesses fiscal impacts of alternative budget policy and administrative actions and advises staff and elected officials on those findings;Assesses fiscal impact of development projects within the City's service and revenue areas;Develops training curriculum; writes training manuals, and provides training to the users of the City's budget system;Plans and provides training and instruction for preparation of departmental budgets;Conducts workshops and individual conferences to provide information and recommends necessary changes to City staff and City Council;Assists in capital project planning;Analyzes feasibility of accomplishing needs; prepares and presents financial analyses;Recommends funding sources and long- and short-term planning goals.Performs other duties as assigned.

Qualifications

Knowledge of:

Generally accepted accounting principles, practices and procedures (GAAP) and accounting and reporting systems for municipalities (BARS), including data processing systems and their relationships to and use in accounting.Modern principles and practices of public finance administration, to include budget control and revenue projection principles.Laws, rules and regulations related to accounting and budgeting in government operations.Advanced query and spreadsheet applications and data processing applications for routine accounting procedures.Correct English usage, grammar, spelling, punctuation and vocabulary.Ability to:

Analyze, evaluate and summarize complex and technical financial and management records for accuracy and conformance to procedures, rules and regulations.Draft clear and concise reports and correspondence regarding findings.Analyze program details in order to identify and apply significant data in preparing financial recommendations and reports including graphics and to make appropriate recommendations.Apply effective written and oral communication skills to explain, clarify, analyze and resolve sensitive and/or complex accounting support issues.Utilize computers, databases and related software and automated equipment to produce worksheets and reports.Monitor and oversee daily operations and work flow of assigned accounting functions.Provide effective training and guidance to less experienced employees.Operate a personal computer with associated software and peripherals.Maintain confidentiality of information.Organize and manage multiple priorities to achieve maximum efficiency and to meet deadlines.Work independently, make decisions and follow through on situations requiring evaluation and judgment.Exercise sound and ethical judgment in the decision-making process.Work well under pressure.Establish and maintain positive, effective working relationships with those contacted in the performance of work;Maintain regular, reliable and punctual attendance.Education and Experience:Bachelor's degree in accounting or a closely related field, and four years of increasingly responsible professional accounting and/or budgeting experience. Public sector budgeting experience with an automated financial management system preferred. Or, a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above.

SPECIAL QUALIFICATIONSPossession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.Physical Characteristics and Work Environment

Constant use of sight, hearing, and speech abilities to perform essential functions and communicate with others. Constant fine finger manipulation and use of hands and arms in reaching/handling/fingering/grasping while operating office equipment and computers, preparing written documentation, handling paperwork, etc. Frequent sitting, may be extended at times, while doing desk activities. Frequent bending/twisting at waist/knees/neck while working at desk, worktable, or moving from sitting to standing position. Frequent standing in combination with walking (short distances) throughout work shift in office areas; standing may be extended at times. Occasional lifting/carrying up to 30 pound file boxes, documents, etc. Occasional pushing/pulling force up to 10 pounds opening doors, drawers, and moving materials. Occasional climbing on step stools, ladders and stairs. Communicates verbally with customers, city staff and council, outside agencies and the public in one-on-one settings, group settings and over the telephone, sometimes in hostile situations. Works primarily indoors in an office environment with low noise levels with occasional travel from site to site for attendance at meetings, including evening meetings.
