We are hiring for either a Level I or II based on prior experience. This positions may close at any time when a qualified applicant has been identified.GENERAL PURPOSE

Patrol and apprehension related to the enforcement of local animal control laws and ordinances. Perform labor and technical services for any animals at large and animals creating hazards of public health, public safety, or public order. This position will also assist with code enforcement and parking enforcement duties to augment the Community Services Unit as needed. Addresses higher level or more difficult situations.

SUPERVISION RECEIVED

Works under the general direction of the Operations Commander may receive oversight from the Community Services Unit Sergeant and Animal Services Supervisor.

ESSENTIAL FUNCTIONSEnforces State and local laws, regulations, and ordinances, such as leash laws, licensing, vaccinations, spaying, neutering, quarantining, dangerous dog, animal noise, and barking dog ordinances. Picks up and transports animals to the shelter for impounding, disposal, or rabies investigation, or to the veterinarian as appropriate.Patrols City to search for stray, sick, injured, or dead animals and provide services as needed. May be requested to handle more difficult or riskier animals and situations.Responds to calls concerning injured, stray, sick, or dangerous animals and violations of animal regulatory ordinances. Takes escalated calls as needed.Utilizes specialized equipment to handle animals, such as "catch-all poles," tranquilizer guns and serums, to pick up strays and deliver to shelter compound.Supports owners of lost animals and provides resources if applicable.Removes dead or injured animals from City streets. May direct traffic or sets up traffic control for public/animal safety within roads and right of ways until the hazard is clear.Provides humane euthanasia for animals that pose a threat to the health and safety of the citizens or their pets; or when necessary to prevent prolonged suffering to animals that are ill or injured.Investigates animal abuse or cruelty complaints; issue citations for violation of various ordinances; gives testimony in court as required.Investigates animal attacks. May collect evidence and interview witnesses. Writes reports as needed.Protects animals from mistreatment and unnecessary harm. May cite owners as necessary. May work with a veterinarian as necessary.Feeds and waters animals. Cleans the animal shelter including blood and waste. Uses appropriate safety and hazard equipment.May provide education and training to the public on animal care and applicable ordinances and laws.Provides backup support to the Community Services and Traffic Units including:

May apply City parking and City code violations in accordance with ordinances through education, enforcement, and direction from law enforcement.May perform a variety of important law enforcement duties and respond to calls for service from members of the public in appropriate circumstances; including performing traffic direction, placement of traffic controls, conducting traffic surveys, and in other areas which do not require arrest powers.

Subject to 24-hour "on call" requirements.This position requires working weekends and holidays.Perform other duties as assigned.MINIMUM QUALIFICATIONS

Education:

High School Diploma or equivalent degree.Experience Level I:

Two (2) years of professional work directly related to handling and dealing with a variety of animals.Animal control training by a recognized training program such as National Animal Control Association (NACA) or Utah Animal Control Association (UACOA)OR

An equivalent combination of education and experience to gain the knowledge to perform the required tasks of the position.Additional Requirements:

Must be at least 21 years old.Must possess a valid Utah Driver's License.Must be able to pass a pre-employment drug test, background check, and driving record check.BCI clearance.Must have no felony or domestic violence convictions or crimes of similar moral turpitude.PREFERRED QUALIFICATIONS

Active member of the National Animal Care and Control AssociationPrior Code Enforcement or Law Enforcement experience.Ability to speak and understand Spanish.KNOWLEDGE, SKILLS, AND ABILITIES

Working knowledge of accepted animal control practices and procedures related to apprehension, containment, animal handling methods, and administrative practices.Understanding of federal, state and local regulations governing animal control programsUnderstanding of public relations principles, methods, practices and procedures.Ability to communicate effectively in English, verbally and in writing, with strong interpersonal communication skills.Ability to follow written and verbal instruction.Ability to establish and maintain accurate records and train lower-level officers in records management.Understanding of the political realities and complexities of local government and the interrelationships of various statutory offices.Ability to be firm and courteous with the public and to develop effective working relationships with supervisors, fellow employees and the public.Ability to deal effectively with stress related to public safety and animal control.Ability to use discretion and good judgment.Working knowledge of administrative procedures and legal processes associated with the maintenance of public records and documents.Some knowledge of computerized management information systems.Intermediate level skills in Microsoft Office products such as Word, Excel, and PowerPoint, and the ability to learn and use job specific software.Ability to write technical and legal documents.Basic knowledge of accounting, clerical practices, business and management principles.Ability to lift 50 pounds.WORK ENVIRONMENT

Occasionally dealing with angry and aggressive animals.Muscle strain and physicality of dealing with animals and restraining them.Tasks require a variety of physical activities periodically involving muscular strain related to walking, standing, stooping, sitting, pulling and reaching.Essential functions require talking, hearing and seeing.Mental application utilizes memory for details, emotional stability and critical thinking and creative problem solving.Common eye, hand, finger dexterity is required to perform essential functions.Exposure to all weather conditions would be expected in the performance of the job.Expected to perform moderate amounts of physical labor.Ability to listen and work under stress related situations.Elements of the job pose various degrees of hazard uncertainty common to animal control and animal impoundment.Frequent vehicle travel is required.The City may make reasonable accommodations to the work environment and duties for those who qualify under the Americans with Disabilities Act.

In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employee's normal work assignments and may continue through the recovery phase of the emergency.
