The Project Controls Manager is responsible for the managementand reporting of costs and schedule of assigned projects.Efforts include tracking and coordinating the progress of theproject on a day-to-day basis to ensure that the project ison-track. Responsible for the development, implementation,maintenance, and reporting of the project's cost control,schedule, earned value and progressing.

Partner with project management and the construction teamto create a culture of discipline and accountability throughoutthe construction project duration
Enforce consistent project level controls over budgets,schedule, quantities, commitments, liquidity and reporting
Responsible for the early reporting of projectcost/schedule/scope challenges and provide solutions tomitigate any identified risks
Responsible for the preparation and ongoing management of aproject budgeting tool that reacts and adjusts to changes inproject scope, cost and schedule
Responsible for leading a forecast process that capturescurrent spend and schedule expectations by area and task duringall phases of the project. The forecast will be presented tosenior management and include a comparison to the previousforecast and clear explanations for variances
Timely management and reporting of all scope and schedulechanges in accordance with company control procedures
Management of project contingency usage in accordance withcompany control procedures
Advise engineering and project management personnel ofpotential cost and schedule impacts of scope changes andcontingencies
Monitor projects on a recurring basis (project performancevs. budget, estimated costs to complete, funding authorizationrequest & requirements, etc.)
Monitor progress against project schedule and prepareweekly progress reports
Reconcile actual spend against quarterly forecastassumptions on a weekly basis and note variances
Responsible for all cost functions of the project includingthe assignment of budget codes to purchase orders, the timelyand accurate receiving of goods and services in the accountingsystem and the processing of vendor invoices for payment
Timely identification and recording of transactions withincompany capitalization standards
Partner with the fixed asset team to capitalize assets,including assignment of useful lives, upon the completion ofthe project
Study and understand all relevant project documentspertaining to the preparation of budgets and schedules

Bachelor's degree in Engineering, Construction Managementor related field required
Certification such as Certified Cost Professional (CCP),Earned Value Professional (EVP), or related certificationspreferred
10+ years of experience
Advanced knowledge of cost engineering concepts andscheduling skills
Understanding of Earned Value and quantity basedprogressing
Excellent communication skills, both written and verbal
Demonstrated high degree of creativity, foresight, andmature judgment in anticipating and solving unprecedentedcomplexities
Working knowledge with the following software applications:Primavera P6, EcoSys, Trimble Estimate platforms, MicrosoftSharePoint, Microsoft Suite
Demonstrated experience in development of Work BreakdownStructure (WBS), scheduling schedule
analysis, cost estimating , earned value, and cost control,
Demonstrated high degree of foresight and mature judgmentin anticipating and solving project cost
abnormalities.
Experience working on Commercial and Semi Conductorprojects is highly desirable
Experience in Engineering, Procurement, and Construction(EPC) projects is required.Understanding of Contract requirements and deliverables
