Description

Under limited supervision, is responsible for coordinating and maintaining a program of risk management for the City of North Miami Beach, ensuring compliance with applicable guidelines, standards, policies and procedures; also, responsible for coordinating and maintaining insurance programs, coordinating self-insurance worker's compensation and liability funds, providing assistance to City Commission and employees with benefits programs. Reports to the Human Resources Director.Examples of Duties

Assist in coordinating, negotiating and maintaining insurance programs for the City including health, dental, disability, bonds and property insurance.Monitor status of worker's compensation claims administered by the third party administrator (TPA); assists in coordinating return to work program with departments; assists TPA with completing required forms and reports for the state; assists employees with worker's compensation issues as needed; coordinates with worker's compensation attorney and TPA on legal worker's compensation claims; maintains City file on worker's compensation claims and incidents.Process liability claims for damages caused by the City and files claims against third parties for damage caused to City property as needed; assist City Attorney's office with litigated liability claims as needed.Educate and assist employees in selection of benefits; provides instruction and explanation of proper use of benefits during annual open enrollment and throughout the year as needed; provides assistance in resolving problems as needed.Conduct and analyze salary, compensation and benefit surveys.Gather data from market-based compensation surveys; uses spreadsheet and data analysis techniques to assess results and market trends.Benchmark positions against survey data and other market intelligence to determine competitive compensation ranges.Create, update and maintain HRIS tables.Coordinate with City Safety Officer in evaluating risk to the City and employees; receive accident reports and assign them to proper party for handling (i.e.: TPA for worker's compensation claims or in-house claim system as needed).Ensure that monthly premium billings are processed and paid; performs periodic audits to ensure that these billings are up to date and being paid correctly.Research and write Request for Proposals for various benefits and insurance programs as needed; review results and prepare analysis and recommendation for City Manager; negotiate with insurance companies for the City.Provide information and data to insurance companies as required.Receive review and process an assortment of reports and records including invoices, medical records, insurance forms, photographs, etc.Oversee and coordinate administration of COBRA files, retiree benefit files and FMLA files.Interact and communicate with various individuals and groups including immediate supervisor, City Commission, employees, COBRA participants, retirees, medical providers, third party administrators, the public, etc.Prepare Essential Job Function questionnaires for completion by employee physician.Prepare policies and procedures pertaining to Risk Management and Human Resources.Assists in creating and overseeing budgets for three funds; liability self-insurance, workers compensation, and self insurance.Perform other duties as required.Minimum Qualifications

Bachelor's Degree from an accredited institution in Risk Management, Business Administration or related field and Five (5) years or more experience in Risk Management, Insurance, Business Continuity and supervision; a working knowledge of risks associated with the daily operation of a municipality.Must have a valid Florida Driver's License.Ability to conduct work site/facility and safety/liability inspections, reviews operating procedures and may conduct field investigations and determine liability exposure.Ability to maintain continuing contact with a variety of City staff to include department and division heads and the City Manager. Additional contact will occur with City Commission, consultants, insurance vendors, attorneys and various public or private representatives.Analyzes loss control data and assess trends and developments.Interprets and apply laws, regulations, policies and procedures related to area assigned.Composes correspondence and prepare clear and comprehensive reports.Initiates and carry out required procedural assignments, perform difficult research and analysis and use independent judgment and initiative.Negotiates and administer insurance contracts and resolve concerns and issues.Ability to handle multiple projects simultaneously and use good judgment in prioritizing work assignments, including the ability to ensure accurate and efficient completion of assignments.Ability to communicate effectively, tactfully with public and staff.Ability to apply attention to detail in reviewing and preparing necessary reports.Ability to think outside the box, be creative and innovative.Ability to organize, prepare, process and maintain the required reports, records, documents and related information.Must possess great organizational, management and human relation skills.Ability to work tactfully and effectively with Mayor and Commission, associates, and other public officials and members of the public.
