Job Description:
The Senior Contracts Specialist shall proactively provide support to the Weapon Systems Business Unit in administering Government contracts as both a Prime contractor and a subcontractor. Under the direction of leadership, the successful candidate will support all aspects of contract management throughout the contracting process, from pre-proposal activities through contract closure. In performing this role, the Contracts Specialist will:
Support the review and risk analysis of solicitations and terms and conditions and coordinate with their supervisor.
Participate in bid/no bid decisions and proposal review meetings.
Review cost proposals, maintain cost and pricing data records for TINA compliance, support fact-finding, participate in DCMA and DCAA audits, and conduct negotiations as a key member of the program team.
Proactively administer a variety of Government contract structures, including cost reimbursement, fixed price, incentive, award fee, IDIQ, etc., and any modifications thereto. Prepare and coordinate business correspondence with both internal and external stakeholders, generate required contract-related reports, and maintain accurate and complete contract files and records for the company.
Remain actively engaged with (and serve as an integral member of) designated program teams and develop strong interfaces with leadership located throughout Textron Systems in other functional areas.
Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing, and payments), and report potential non-compliances or other problems that could have an adverse impact on contractual performance.
Identify and administer contract changes, and coordinate resolution of contract issues with your supervisors.
Actively manage and administer the closeout of completed contracts.
Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.
Ensure coordination with Legal on contract matters that may have legal significance (such as, identifying to Legal non-standard or potentially high-risk terms and conditions) prior to advising management of contractual risks, rights and obligations, and terms and conditions interpretations.
Perform other contract-related duties as assigned.
Qualifications
Required Skills:
Excellent interpersonal skills.
Knowledge and understanding of contracting principles in all contract types defined in the Federal Acquisition Regulation (FAR).
Experience administering/managing programs with CPFF, CPIF, and FFP type arrangements.
Experience administering/managing programs as a major subcontractor as well as a Prime contractor
Experience negotiating terms and conditions, contract price, schedule, and scope of work.
Knowledge of the federal acquisition process, government contracting principles and governing regulations (including both the FAR and DFARS).
Basic understanding of business agreements, including, but not limited Non-Disclosure Agreements (NDAs), Teaming Agreements, Cooperative Research and Development Agreement (CRADA), and Bailment Agreements.
Working knowledge of subcontracting practices, accounting, finance, pricing, and estimating principles, and business law.
Foundational knowledge of contract terms as a Prime contractor as well as a Subcontracting, along with ITAR and US import and export regulations.
Solid oral/written communication and organizational skills.
Ability to effectively communicate with both customers and multiple levels of management representing numerous functional disciplines.
Ability to manage multiple work assignments tied to numerous contracts and meet critical deadlines.
High integrity and an unyielding commitment to compliance with company policies and procedures as well as federal acquisitions policies.
Willingness and ability to travel domestically and internationally.
Personal computer skill proficiency
Required Experience:
Undergraduate or graduate degree(s) preferably in a field associated with business or communications.
6 or more years of experience with Federal and Department of Defense (DoD) contracts.
Member of the National Contract Management Association (NCMA) is preferred.
Achieved or Actively pursuing professional certifications including Certified Professional Contracts Manager (CPCM) and/or Certified Federal Contracts Manager (CFCM) is a plus.
The position requires the ability to obtain a Security clearance up to Top Secret as well as gain access to Special Access Programs.An existing clearance of Secret or Top Secret is a plus.
