About the Position:The U.S. Army DEVCOM C5ISR Center, Reserach and Technology Integration (RTI) Business and Operations Division, Financial Management and Accounting Branch is looking to add 2 Budget Analysts to their team. These could be located at either Aberdeen Proving Ground, MD, or Fort Belvoir, VA.U.S. Citizenship is Required.Duties:Performs budget analysis and management of financial programs with particularly high visibility at higher headquarters such as congressional budget line items; the impact of changes in legislative or regulatory requirementsPerforms work in any of the phases of budget administration when such work requires knowledge and skill in applying budget-related laws, regulations, policies, precedents, methods, and techniquesResponsible for a segment of an organization's budget, programs, and/or organizational structure that is less than the full scope of budgetary operations for the organizational component and level servedDeveloping resource documents, conducting studies to compare current findings with historical data, monitoring an organization's resource allocations, or conducting interviews with managers or employees to obtain informationEvaluation Criteria:You will be evaluated on your level of competency in the following areas:Performing budgeting and execution of an assigned organization, such as budget formulation, presentation, and execution of an annual budget involving one or more appropriations.Interpreting program and budgetary policies and guidelines to conduct economic analyses and develop data for internal review and analysis.Monitoring the rates and timing of commitments, obligations, and disbursements of funds.Working with and across multi-disciplinary teams that are geographically dispersed.Conditions of Employment:One position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.One position is a TOP SECRET WITH SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access. A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter. Additionally, it is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9These are Financial Management Level 2 Certified positions, and the incumbent must obtain this certification level within a specified timeframe.These positions require temporary duty (TDY) travel less than 25% of the time.Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
