The Payroll Manager is a critical member of the Payroll Department. The Payroll Manager will assist with direct oversight of the payroll team, will be responsible for working collaboratively with members of a broader HR team, Labor Relations, and Accounting/Finance as an individual and team contributor. This position will be the company’s subject-matter expert with all bi-weekly payrolls. The Payroll Manager will work as part of a team of problem solvers, helping to solve complex business issues from strategy to execution and be responsible for full-cycle payroll processing and associated federal, state, and local tax filings on a bi-weekly basis. This position will manage one FEIN and subsequent exempt and non-exempt payroll. The Payroll Manager is responsible for in-depth understanding of PeopleSoft technology which consists of the payroll and time and attendance modules and how all other modules and system functionalities work in unison in the HRIS/Payroll platform.Responsibilities

Possess a comprehensive working knowledge and understanding of payroll practices within the company to explain to employees and managers.Provide accurate and timely responses relating to the timekeeping system, pay stubs, pay calculations (earnings and deductions understanding) with compliance to company policies.Possess an innovative, problem-solving and solution-based mindset and help lead the team in delivering exceptional service focused on continuous improvement in a fast-paced environment.Coach others, recognize their strengths, weaknesses, and encourage them to take ownership of their personal development.Work to resolve pay questions and issues proactively and with a sense of urgency to ensure the MBTA is compliant with applicable CBAs, federal, state, and local pay laws.Responsible for working through payroll (earnings, deductions and statutory taxes) with the Office of the Comptroller to ensure the system is operating at optimal efficiency in all processes.Administer, interpret, and understand all company policies, programs, and practices to assist all employees in implementing payroll best practices for bi-weekly payroll.Possess a full understanding of foundational tactical payroll compliance tasks, including FLSA, state, local labor, and employment practices.Provide best practice solutions, educating all payroll staff and employees on these, including understanding why tasks must be completed by deadlines.Collaborate closely with internal and external parties in processing employee’s time, bonus payments, deductions, garnishments, and pay corrections as well as auditing and establishing compliant pay practices.Educate and partner with team members on any new payroll practices and/or processes that may affect other areas of the organization to minimize risk and impact to the company and/or employees.Contribute to and vet communication plans when implementing best practices with the ever-evolving collective bargaining agreements, labor laws, minimum wage updates, mandatory paid state leave programs, and local law taxing impacts to employees.Ensure self-education and research to stay abreast of federal, state, and local changes to laws as they occur via payroll association website and other payroll and HR resources.Understand the tax implications of all benefit plans for education to employees, including the implications of adding new earnings and deduction codes and the broader impact to benefit calculations for total compensation calculations for benefit compliance.Ensure compliance for payment of all compensation due to employees (missed hours, bonuses etc.) within required federal, state, and local guidelines.Oversee the verification of employment process for mortgage and employment matters.Respond to report requests for various Payroll, Finance, Human Resource, and general business needs as required.Educate current and new employees and managers on timekeeping best practices and importance of time approval and correction.Work in unison with the Leave Management Team and other HR stakeholders on LOA, Workers Comp, FMLA and State leaves to ensure compliance and accurate processing per laws and MBTA policies.Proactively resolve issues which prevent the team working effectively.Perform all other duties and projects that may be assigned.Supervision

Payroll Coordinators, Junior Payroll Coordinators, and Payroll Analysts.Minimum Requirements

Bachelor’s degree from an accredited institution.Five (5) years of experience with US payroll and payroll tax compliance which includes federal, multiple state and local authorities.One (1) year of supervisory, managerial, and/or leadership experience.Proficiency with PeopleSoft.Additional system experience with an adept learning ability to find efficiencies with embracing system functionality.Excellent organizational skill and attention to detail.Strong supervisory and leadership skills.Strong analytical and problem-solving skills.Effective influencing skills with the ability to communicate (both written and verbal) with all levels within the organization.Experience in multi-union, multi-location environments.Substitutions

A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree requirement.An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor’s degree requirement.A master’s degree in a related subject substitutes for two (2) years of general experience.A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.Preferred Experience and Skills

Six (6) years of experience with US payroll and payroll tax compliance which includes federal, multiple state and local authorities.Three (3) years of management experience.Certification designation of Certification Payroll Professional (CPP) a plus.
