The Water and Wastewater Services Engineering Division develops and maintains minimum design and construction standards applicable to the Water and Wastewater Services (WWS) potable water distribution system, wastewater collection system, and reclaimed water distribution system. The Director of the Enterprise of Capital Projects Engineering Division performs highly responsible engineering and administrative work in managing the WWS Engineering Division. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.Responsibilities include, but are not limited to, the following:Administers Broward County's environmental engineering program.Directs divisional activities and develops programs, procedures, and priorities to meet established goals.Supervises and coordinates the planning, design, construction, and project management of environmental systems; provides design and construction services on environmental/civil engineering projects through staff effort or consultant services.Plans, develops, implements, and maintains the capital improvement program; coordinates projects with appropriate federal, state, and county agencies and with local municipalities.Coordinates and monitors all phases of contract administration; prepares and monitors division operating budget and prepares special reports as required; coordinates construction and inspection of environmental capital improvements through developer agreement projects.Attends conferences and public and professional meetings.Performs emergency operation functions as needed.Minimum Education and Experience RequirementsRequires a Bachelor's degree from an accredited college or university with major coursework in architecture, engineering, construction management, or a closely related field. Requires six (6) years of experience in capital project management, design, and engineering based on the area of assignment including four (4) years of supervisory experience.Special Certifications and LicensesPossess and maintain registration as a Professional Engineer in the State of Florida.PreferencesMaster's degree in Civil Engineering or related engineering field, and/or Business/Public Administration. Doctorate degree in Civil Engineering or related engineering field, and/or Business/Public Administration. Project Management Professional (PMP) or Construction Professional in Built Environment Projects (PMI-CP) Certification. Leadership in Energy and Environmental Design (LEED) Certification. 6+ years of experience in design, construction, and/or maintenance in water/wastewater utility; and/or 6+ years of experience researching, evaluating and making recommendations regarding legislative and/or regulatory matters affecting the water/wastewater industry. 6+ years of experience in master planning of water and wastewater infrastructure; and/or 6+ years of experience negotiating consultant agreements and amendments, and construction contract change orders. 6+ years of direct supervisory experience over Professional Engineers in the utilities industry. 6+ years of experience dealing with water and wastewater permit strategy, renewal, modification, and compliance; and/or 6+ years of experience dealing with building permit strategy, codes, and compliance. 6+ years of experience in governmental contract and procurement; and/or 6+ years of experience in developing, managing, and monitoring an agency or organization's operating and capital budgets.For consideration of international degrees, candidates must have it evaluated by an approved member of the National Association of Credential Evaluation Services (NACES), or Association of International Credential Evaluators (AICE). Provides overall direction and administration of consultants and contractors for Capital Improvement Program projects for Broward County. Provides contract administration for engineering and construction activities; develops the scope of services; works with county attorneys with the agreements; negotiates the contract language and fees, and administers the contracts to ensure contract compliance. Develops policy, procedures, and priorities for the implementation of division goals and objectives; represents the division at meetings for responsible agenda items. Coordinates with the adjacent communities when necessary.
