Description

This is complex and technical work performed on residential, commercial, industrial and multi-family dwelling units for the Building Division.Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Although charged with enforcing compliance with Douglas County's adopted Codes and regulations, the incumbent must do so in accordance with the County's policy that emphasizes obtaining compliance over punitive enforcement, using the latter as a last resort. Therefore, the incumbent must use all his/her knowledge, tact, resources and ingenuity to coach, educate and assist customers to achieve compliance with applicable County codes, resolutions, policies, and statutory regulations. Further, the incumbent:

Inspects residential, commercial, industrial, multi-family residential and other buildings for compliance with electrical codes during all phases of construction, alteration, and repair.

Inspects existing structures being relocated into Douglas County.

Answers questions from homeowners, architects, engineers, design professionals and contractors related to electrical codes.

Investigates complaints and provides a high level of customer service by defining problems and working toward solutions.

Assists Building Division plan review staff during the review and permitting process. This includes the review of one-line diagrams and engineered designs for conformance with the National Electrical Code or the International Residential Code.

Issues correction notices or Stop Work Orders to ensure compliance with adopted codes.

Coordinates with other agencies such as fire districts and health departments to determine if the building is safe to occupy.

Gives testimony in court proceedings regarding work performed. Works to protect the County's liability for improper workmanship and code violations. Protects businesses and homeowners from improper workmanship.

Reads maps and organizes inspection route to achieve 100% completion of requested inspections on a daily basis. Often schedules inspection times with homeowners to accommodate their schedules.

Responsible for knowing the installation requirements, specifications, and manufacturers' standards for equipment, devices and systems that are not defined within the N.E.C.

Must be familiar with listing requirements of U.L. (Underwriters Laboratory) and be able to use and understand their directory.

May be called upon to respond at

any

time to an emergency. Fires, weather or other damaging events may require an on-site inspection to determine the extent of damage, and whether occupancy shall be restricted.

OTHER DUTIES:

Keeps current and informed of new construction methods, materials, safety procedures, and national, state, and local codes, interpretations, and regulations. Advises various county departments in design and construction methods.

Assists in developing local amendments and regulations.

Performs other duties as assigned.

Minimum Qualifications

EDUCATION and/or EXPERIENCE:

A high school diploma or GED. Also a minimum of fiveyears construction related experience, OR any equivalent combination of education, training and experience in the following areas:Customer service experience, including public contact and complaint resolutionConstruction estimation or designInstallation, maintenance and/or repair of building systemsRegulatory interpretation or compliance

COMMUNICATION SKILLS:

Ability to communicate both written and verbally in a clear, concise andprofessional manner. Ability to read, understand and apply building codes. Ability to establish and maintain effective working relationships with strong negotiation skills. Ability to assist customers to understand and comply with County regulations and requirements.

REASONING ABILITY:

Ability to apply analytical or technical skills to identify problems, interpret generalized code concepts and apply them to specific project conditions.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a valid Colorado Driver's License Class R upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment. Must maintain a current Colorado Journeyman or Master Electricians License. Minimum of one recognized certification is required. Other ICC/ IAEI or recognized certifications, are highly desirable.

OTHER SKILLS and ABILITIES:

Ability to tactfully negotiate difficult situations to achieve resolution.Good 'people skills' are essential for this position. Basic computer skills are required. Must be familiar with design documents & specifications, engineering reports, blueprint reading.
