02/21/2025 SUMMARY This position holds responsibility for the day-to-day operations of the Finance Department and exercises managerial and supervisory functions. It is an upper management position, responsible for maintaining the integrity of the FNA accounting system, financial compliance with terms and conditions of all grants and contracts, compliance with the requirements for single audit, and for general financial information support to all FNA programs. Monitors all funding streams, including Medicaid. Serves as a member of Senior Management for the organization. JOB DUTIES Manages and coordinates the work of staff who perform the full range of accounting and financial management functions of the company (ex: bank account reconciliations, cash deposits and receipts, contract management, payroll verification, procurement/purchasing, travel arrangements, loans, advances, reimbursements, property insurance claims processing, and worker's compensation), to ensure functions are properly performed and in order, in an accurate and timely manner. Supervises, trains, and evaluates direct reports. Provides adequate fiscal review and approval for all FNA expenditures to ensure grant and contract procurement requirements are met. Makes fiscal policy and procedure recommendations to the Executive Director. Coordinates implementation of approved policies and procedures. Reviews funding request proposals for feasibility of budget and conformance to FNA policies. Negotiates terms of grants or contracts with various funding agencies as needed, making recommendations to Executive Director for approval. Monitors compliance with grant and contract procurement and reporting requirements, ensuring that program and fiscal reports are submitted in a timely manner. Monitors budgets and identifies modification needs. Coordinates budget modifications with program directors and ensures submittal to funding agencies per grant/contract requirements. Asserts quality control over all FNA accounting internal control systems, and financial data output. Develops internal auditing functions to meet audit requirements; develops and implements strategies for limiting financial liability and risk exposure. Manages and schedules all functions of annual independent single audit, including working with the Executive Director and Board of Directors on procurement of audit firm. Develops and maintains essential computerized/electronic financial management systems. Coordinates preparation of the annual FNA indirect cost rate proposal for approval by the Executive Director. Negotiates proposal with the U.S. Department of the Interior. Advises Board of Directors on expenditures of restricted and unrestricted funds. At the direction of the Board of Directors and Executive Director provides investment management in alignment with the FNA investment policy. Co-lead the annual employee benefits renewal together with the HR Director and Benefits Coordinator. Reviews major equipment purchases for reasonableness and ensures proper recording to asset fund and inventory records. Serves as a member of the FNA Employee Trust Retirement Board. Responsible for the overall procurement process for FNA; ensuring adequate measures and efficient use of resources are in place for cost effective expenditures for all programs and services. Reviews all facility leases and makes recommendations for approval by the Executive Director; oversees property insurance. Negotiates terms and writes contracts for vendors (example: construction company contracts). Oversees donated funds. Oversees marketplace business accounts such as Amazon, etc. Protects confidentiality of clients and sensitive information obtained through conducting FNA business. Work with the Billing Department to monitor Medicaid payments. Perform other job-related duties as assigned. MINIMUM QUALIFICATIONS (Education and Experience) Bachelor's degree in Finance, Accounting, or related field, and Three (3) years of experience in accounting and financial management, including fund accounting, grant regulations, and contract administration, financial reporting, and personnel management. PREFERRED QUALIFICATIONS (Education and Experience) MBA, Certified Public Accountant (CPA) NECESSARY KNOWLEDGE, SKILLS, AND ABILITY Demonstrated knowledge of generally accepted accounting principles (GAAP), contract and grant management procedures and OMB Circulars and other relevant regulations governing financial management practices for a non-profit entity with grant and tribal allocations (638 contracts). Demonstrated ability to initiate and follow through on complex financial management tasks, manage time well and meet deadlines. Demonstrated ability to read, analyze and interpret financial reports and legal documents; ability to respond effectively to inquiries or complaints from regulatory and funding agencies, creditors and vendors, and members of the board and staff. Ability to communicate effectively with internal and external entities using strong written, analytical, verbal, and interpersonal skills regarding financial management issues and the financial condition of the company. Ability to present ideas and solutions in nontechnical, business-friendly terms and translate ethical, legal, and compliance concepts. Ability to keep accurate records and produce timely and accurate written reports. Highly developed administrative management skills and the ability to supervise, train and mentor staff. Ability to learn and apply program/agency operating policies and procedures. Advanced skill in operating computers using a variety of computer software with the ability to analyze complex financial information. Skill in managing multiple priorities and tasks concurrently and meeting deadlines. Ability to work independently as well as with teams.
