Project/Position Overview:
The Marquette Greenway is a regional trail initiative that plans to link Illinois, Indiana, and Michigan by multi-use trails. The INDU portion of the Marquette Greenway currently exists as a gravel trail on the ballast of a former railroad right of way. This project alignment will serve as a component of the Gary Green Link trail system, which circles the city of Gary and provides connections to numerous other regional and local trails. This project will formalize the trail as a ten-foot-wide asphalt with two-foot gravel shoulder on each side for a multi-use trail completing nearly two and a half miles of the Marquette Greenway. The project will also remove the existing (8 FT wide) Grand Blvd pedestrian bridge and replace with a new prefabricated multi-use (12 FT wide) bridge with ramps of similar construction on both sides of the bridge. The boardwalk trail access at Grand Blvd will be replaced with a paved ramp to provide vehicle access at Grand Blvd. Responsibilities and Duties:
Oversee the development and implementation of the Marquette Greenway trail project, ensuring timelines, budgets, and quality standards are met. Lead the design and construction of a 10-foot-wide asphalt multi-use trail with 2-foot gravel shoulders on each side, spanning nearly 2.5 miles. Manage the replacement of the existing 8-foot-wide Grand Blvd pedestrian bridge with a new 12-foot-wide multi-use bridge, ensuring safety and accessibility. Oversee the construction of paved ramps to replace the boardwalk trail access at Grand Blvd, providing vehicle access and improving overall trail access. Provide technical assistance and support to CO during construction. Read, interpret and understand the construction contract plans and specifications. Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. Document issues encountered and problems experienced with the construction contractor. Review contractor's baseline and progress schedules. Draft project related correspondence for NPS to review. Understand and document inspections during and post construction as well as mock-up inspections. Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards. Deliver reports, reviews, evaluations, design work, etc. to CO. Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up. Required Education, Knowledge and Skills:
Education leading to Construction Management Degree or equivalent demonstrated professional experience (minimum 4 years). 5+ years related Construction Management Experience. Completion of a state approved training or certification program concerning erosion prevention and sedimentation control with respect to construction stormwater discharges as regulated by NPDES. Professional civil engineer/landscape architecture licensure can substitute for this requirement. Knowledge of and experience with construction management practices directly related to asphalt and concrete paving projects, including asphalt and concrete testing. Minimum of OSHA 30-hour construction safety training preferred. Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications. Ability to evaluate payment requests. Ability to read and interpret plans, schedules, and other specifications. Written and verbal communication, problem-solving, and conflict resolution skills. Knowledge of software including MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized. Ability to maintain a valid driver's license. Ability to communicate effectively with a diverse range of individuals. Ability to multi-task and prioritize in a fast-paced work environment. Ability to walk and climb stairs or ladders on a daily basis to observe and inspect contract performance. Prior experience working with Federal Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation reports. What Does PSI Offer You?
