About the Positions
Customer Service Bureau (CSB)- Field Services
The 7317 Senior Water Inspector works under direct supervision of the Chief Water Inspector. The 7317 Senior Water Inspector is distinguished from other 7317 Senior Water Inspectors by the fact that they will be supervising and managing both 7316 Water Service Inspectors and 1466 Water Meter Readers in their respective roles and responsibilities.
The Senior Water Service Inspector is responsible for scheduling and assigning daily assignments that follows the Service Cycle Schedule, creating and maintaining meter reading schedule consistent with billing criteria, downloading the service cycles from the Mainframe to Field Collection System (FCS), assigning the routes to be read and uploaded within the billing window; importing and exporting meter reading routes, scheduling and dispatching field work, performing complex investigations, resolving billing irregularities, operating the FCS meter reading system and system maintenance, troubleshooting equipment and software problems and failures, following up on reports from meter readers regarding equipment repairs, meter access issues, QA meters on Itron route to move over to AMI, manage Docks and Ships schedule, and overseeing the Treasure Island/YBI development of new construction pertaining to water related services and billing inquiries.
Water Quality Division (WQD)
The Water Quality Division’s (WQD) mission is to ensure that the SFPUC complies with all current and future drinking water quality regulations and customer expectations through: sample collection, field and laboratory analyses, process engineering, applied research, inspections, quality control/assurance programs, customer inquiry/complaint response, regulatory liaison and reporting, and on-site support to source/treatment/distribution operations. WQD also helps ensure compliance with wastewater regulations and customer expectations through: laboratory analyses, applied research, customer inquiry response, regulatory reporting, and on-site support to treatment operations.
Under general direction, the Senior Water Service Inspector is responsible for communicating and interacting with recipients of water service and other impacted parties and conveys information regarding rules and regulations pertaining to water service; performing comprehensive surveys and field investigations of water distribution assemblies and appurtenances in various types of homes, residences, and other buildings, as well as the overall water transmission and distribution system in conjunction with other department staff and/or other public agencies as needed; overseeing other staff members and/or contractors performing various investigations, tests, inspections, and other analyses related to water quality concerns; preparing and maintaining various records pertaining to water services, operations, and/or programs; interfacing with departmental staff and other public agencies regarding existing methods, procedures, rules, and regulations pertaining to water services and water quality concerns when a high level of decision making is required; investigating and testing for possibilities of cross connections and backflow when evidence of such cases are suspected. Tests for functionality of backflow prevention devices and assemblies and issues orders for replacement when needed; responding to complaints and/or emergency calls related to water quality concerns impacting the distribution system during and after regular work hours as needed; participating in the disinfection process of water system components as required.
Water Supply and Treatment Division
Under general direction, the Senior Water Service Inspector interprets, enforces, and carries out methods, procedures, rules and regulations pertaining to customer water services, customer meter testing and calibration, water quality concerns and applicable water conservation programs; makes regular contact with the general public, wholesale customers, retail customers, property owners, tenants, building contractors and other building construction representatives for furnishing or obtaining information and explains specialized matters pertaining to water services; prepares and maintains regular operating records pertaining to water services, water meter testing and calibration results, water distribution, service, delivery and water quality in a large wholesale water transmission system; makes regular contact with public and private utilities and retail customers explaining specialized matters pertaining to water service and operations, meter testing and calibration results, water system construction and maintenance, billing, and water quality.
Nature of work: Some positions may involve considerable sustained effort with occasional heavy work requiring manual effort and dexterity in lifting water meter cover weighing up to 50 pounds, working in inclement weather conditions with frequent exposure to various environmental elements and health hazard materials. Some positions may require working nights and/or weekends, or overtime.
How to qualify
Minimum Qualifications: Minimum qualifications reflect the lowest level of acceptable education and/or experience required of an individual such that the individual reasonably could be expected to satisfactorily perform the duties of the position. Candidates must meet all the requirements established by the MQs to be considered for the position.
- Experience: Two (2) years of experience in various phases of utility service field investigations. (Qualifying experience should be equivalent to the duties and responsibilities of a Class 7316 Water Service Inspector); AND
- License: Possession of a current valid California Class C driver's license.
Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Desirable Qualifications:

- Possession of a Backflow Prevention Assembly Tester Certification issued by the American Water Works Association (AWWA)
- Possession of a Cross-Connection Control Specialist Certification issued by the American Water Works Association (AWWA)
- Grade D3 Water Distribution Operators Certification issued by State of California State Water Resources Control Board
