Serco . Serco is hiring Historic Architects to support the Federal Emergency Management Agency (FEMA) Public Assistance recovery initiatives in Zone 2 across the Midwest. The Historic Architects will support state, tribal, territorial, local governments, and some private non-profits. These positions are deployment-based, requiring willingness and ability to deploy anywhere in Zone 2, which includes Arkansas, Colorado, Illinois, Indiana, Louisiana, Michigan, Minnesota, Montana, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Texas, Utah, Wisconsin, and Wyoming. This position is contingent upon obtaining and maintaining a FEMA EOD Badge/Public Trust Clearance and meeting customer requirements. Responsibilities
Conduct site inspections ensuring compliance with environmental, floodplain, and historic preservation laws, regulations, and executive orders. Conduct environmental assessments and impact statements. Review and analyze architectural/engineering reports and plans. Document analyses thoroughly in writing. Develop scopes of work, including code and standard requirements. Validate scopes of work provided by applicants. Develop and review cost estimates. Advise FEMA staff on the technical validity of claims and testify as an expert witness if arbitration occurs. Qualifications
Bachelor’s degree in architecture plus one of the following: graduate study in architectural preservation, American architectural history, preservation planning, or related field; or at least one year of professional experience on historic preservation projects. Five years of related field experience. Architect Registration Examination (ARE) and/or NCARB certification. 1-2 years of site inspection experience in historic architecture, including large commercial infrastructure, roads, bridges, water facilities, etc. Ability to obtain and maintain a FEMA Public Trust clearance. U.S. citizenship. Ability to deploy on short notice and undertake 6–12 month deployments. Proficiency with Microsoft Office and using smartphones. Ability to work independently and under stress with tight deadlines. Preferred Skills
Minimum two years FEMA Public Assistance experience. Experience managing site inspectors. Knowledge of FEMA PA program/policy and training in the new delivery model. Active FEMA badge.
