The Arlington County Treasurers Office is seeking a Chief Deputy Treasurer to provide day-to-day leadership and management to the deputy treasurers in their oversight of their respective divisions to ensure that these divisions meet the values, vision, mission, goals, needs and requirements of the office.
The Chief Deputy Treasurer is a political appointee of the Treasurer, an elected official accountable to the citizens of Arlington County. The Chief Deputy Treasurer assists the Treasurer in the performance of their duties under Virginia law, which include billing, receiving, collecting, safeguarding, and disbursing County taxes and funds. This position reports to and serves at the pleasure of the Treasurer.
This position provides: Operational Leadership, Process Improvement and Risk Management, Personnel Management and Development, and serves as a Liaison between the Treasurer and Arlington County government including the County Board, the Commissioner of Revenue, state and local governmental agencies, and the private sector.
Responsibilities
Specific Duties Include:
- Providing leadership to and managing divisional management staff by developing and implementing operational policies and procedures, ensuring the development and training of staff, identifying and addressing operational risks and deficiencies, and ensuring the effective operation of the office;
- Identifying resource gaps, risks and operational deficiencies and formulating recommendations to mitigate or resolve them;
- Creating and implementing reports, tools, techniques, and metrics to evaluate programs in terms of overall performance;
- Coordinating the interface of multiple systems within the County and the state with special focus on the interface with our tax system vendor and the Arlington County Department of Technology Services to leverage technology and systems to ensure quality control and facilitate process improvements;
- Overseeing responsible staff in the performance of their human resource management responsibilities including: ;
- Identifying and addressing recruiting needs;
- Ensuring the training and professional development of staff;
- Training, motivating, assessing and counseling personnel in work performance; and
- Addressing and resolving personnel disputes and conflicts.
- Assisting and representing the Treasurer in the performance of the Treasurers duties on matters relating to the office and acting as Treasurer as needed.
Qualifications
Minimum
- Bachelor's degree in Public/Business Administration, Accounting or closely related field; and
- Significant and progressively responsible experience in business or public administration.
Desirables: Preference may be given to applicants with one or more of the following:
- Knowledge of budget practices and procedures;
- Knowledge of modern technology and IT management practices and procedures;
- Experience with procurement of services, including writing/reviewing Requests for Proposals (RFPs), comparing vendor bids, and reviewing contracts; and/or
- Certifications such as: Project Management Professional (PMP), Certificate in Leadership Excellence (CLE), Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Business Analysis Professional (CBAP), Six Sigma, Local Government Management (LGM), Certified Public Manager (CPM), etc.

Please be sure to describe your experience in leading and managing a team, operational management, process and risk management, as well as personnel management/development.
Licenses/Certifications: Must meet the requirements for Master Governmental Deputy Treasurer certification by the Treasurers Association of Virginia within two years of assignment and, once certified, must meet the continuing education requirements to maintain certification.
Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.
Additional Information
Work Hours:8:00 a.m. - 5:00 p.m., Monday through Friday. This is not a remote opportunity; employees are expected to be in the office full time.
All positions within the Treasurers Office are Non-Bargaining (NB).
