Serco is excited to continue our support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment. Our F-35 JPO Program Execution and Risk Manager (Senior Program Manager) position is located in Crystal City, Arlington, VA, and supports the overall program execution and risk management activities for the F-35 Joint Program Office (JPO) Air Vehicle (AV) Mission Systems (MS) Program Management Office (PMO). Our Senior Program Manager for Program Execution and Risk Management directly supports the F-35 JPO AV MS PMO Chief of Program Execution (Mission Systems) and provides program execution and risk management support to the AV MS PMO, and collaborates with other F-35 JPO PMOs, F-35 JPO Functional organizations, and F-35 JPO Directorates and provides analytical, technical and administrative support in Program Execution and Program Risk Management. You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems. In this role, you will: Directly support the F-35 JPO AV MS PMO Chief of Program Execution (Mission Systems) and provide program execution and risk management support to the AV MS PMO. Support AV MS to update their Risk and Opportunity (R&O) Management Program and assist in re-writing AV MS PMO R&O policies, plans, and procedures. Develop R&O Management training material and provide R&O Management training to AV MS PMO staff members, to include Material Leader level personnel (O-5 / GS-14). Provide senior program manager level acquisition management support to AV MS PMO staff. Collaborate with the F-35 enterprise-wide Risk and Opportunity Management community to enhance overall effectiveness of the JPO Risk Management function for the overall coordination of activities supporting F-35 Program Risk management. Provide recommended changes and updates to the JPO Joint Risk Management Plan, processes, and/or instructions for the F-35 Program. Review and make recommendations concerning the Prime Contractor’s Risk Management Plan (RMP) and instructions to ensure JPO and Contractors’ plans are consistent with OSD’s guidelines and are adequately flowed down to the Contractors' sub-contractors to meet the F-35 Program’s objectives. Review and Audit the F-35 Program management databases to ensure they are accurate and up to date. Provide recommended business process to improve standardization of risk data. Be responsible for ensuring adequate configuration control of the F-35 Risk databases. Develop and track overall risks and management metrics as required. Coordinate with F-35 JPO Integrated Product Team (IPT) leads to prepare, review and ensure accuracy of presentation material for the various risk venues (Execution Review Board, Joint Risk Management Board (JRMB), IPT/APD Risk Working Groups, System Engineering Technical Reviews and other venues), as needed. Attend various weekly meetings (Risk Working Groups, Joint Risk Management Boards and other Risk related venues) as required. Provide risk management expertise for the identification of risk and the development of appropriate risk mitigation strategies and plans. Qualifications
To be successful in this role, you will have: An active DoD Secret clearance. Master’s Degree in Science, Engineering, Business Management or related discipline
or a Bachelor’s Degree plus 4 years additional work experience related to the labor category functional description (14 years total).
The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. At least ten (10) years’ experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management. A minimum of six (6) years out of 10 years of recent work experience related to analysis and planning. At least three (3) years in support of a Major Defense Acquisition Program (MDAP). Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and life cycle management. Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook. The ability to assist with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications. Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment. Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases. The ability to travel 10%. Additional Desired Skill: Microsoft Office to include: Outlook, Teams, SharePoint, Excel, Word, and PowerPoint.
