Job Description: The Judicial Branch is a state-funded Branch of Government that offers medical/dental/vision, $20,000 free basic life insurance, state-matched 156% retirement plan, 13 paid holidays, earned paid vacation and sick leave, and more.
This position serves as a project/team leader in the performance of database analysis, design and management, general Information Technology (IT) development and implementation, and provides system support to users relative to pertinent automated business applications.
Job Duties: Assists with the development and implementation of information technology plans. Monitors program performance and the completion of information system modifications and associated IT work projects. Assists in the delivery of project progress reports on an as-needed basis. Advises and assists in the development, implementation and enforcement of policy, standards, and processes related to data administration. Is responsible for the usage, accuracy, efficiency, maintenance, and development of Judicial Branch information systems. Assists field staff in solving case and data management questions and problems. Analyzes systems processes. Assists in developing database/application modifications. In coordination with outsourcing personnel, assists in the development of database/application modifications and/or functional design. Develops database/application modifications implementation strategies. Assesses business logic as related to the Branch's database/application. Monitors the collection of data. Maintains a working relationship with Judicial Branch field staff and assists them with database-related problems. Responsible for maintaining a help desk. Evaluates database-related software and other associated IT products. Researches and develops staff training curriculum. Generates software user manuals. Provides ongoing database/application and related software support. As defined by Judicial Branch policy, develops and monitors application user access. Assists with data integration efforts amongst other agencies and/or private providers. Ensures database/application user management is adhering to security policies. Compares data with the business logic of the Judicial Branch ensuring appropriate data is being entered. Evaluates and audits data generated by ad hoc reporting tools assuring of their data generating accuracy. Tests programs and develops a strategy to fix errors. Develops testing protocol which could be utilized in verifying the functionality of the database/application and related software. Serves on departmental and/or other technology committees. Researches, provides input, and assists in writing grants. Assists in coordinating the Branch's involvement with the outsourcing of computerized assessments and related programs. Performs related work appropriate to the classification as assigned. The above essential duties represent only the key areas of responsibilities. Requirements / Qualifications
Minimum Qualifications:
High school diploma or equivalent and two years of experience working in computer science, software functionality, and data management systems; or high school diploma or equivalent with two or more years of experience working in the Nebraska State Judicial Branch.
All educational credits must be granted from an accredited institution approved by the U.S. Dept. of Education.
Knowledge, Skills, Abilities
Knowledge of Branch policies, procedures, protocols, and guidelines related to office support procedures; Branch policies, procedures, protocols and guidelines related to statistical support operations; standard sources of data information, and material necessary to carry out assigned duties; deadlines for completion of standard reports. Ability to learn all computer and other information technology applications utilized by the Nebraska Judicial Branch and develop a working knowledge of each. Ability to work independently and successfully in a group environment; prioritize and balance multiple deadlines. Capacity to deliver reports in report/presentation formats. Ability to connect with the adult learner and adjust training according to end-user needs. Proficient computer skills including but not limited to utilization and training in the following applications: email, word processing, spreadsheets, databases analysis, presentation software, and database query software. Ability to gather and analyze facts, draw conclusions, define problems, and define solutions. Ability to communicate, both orally and in writing with team members and supervision staff. Thorough knowledge of system development methods used for the development of new systems and enhancements to existing information systems. Ability to display a professional demeanor; establish and maintain effective working relationship with criminal justice personnel, stakeholders, and the general public.
Physical Requirements:
Some travel may be required. Sitting behind a computer for extended periods of time. Lifting a maximum of 30 pounds. May be requested to meet tight deadlines.
