Preference will be given to applicants that possess five or more years of management over field inspection training programs and/or management and/or familiarity with ISO 17025 lab auditing. JOB DUTIES: This position is responsible for oversight of the division’s quality management and assurance functions. Oversees the division’s quality and training sections including: Laboratory Quality Assurance, Quality Assurance and Training – Retail Food Inspection, and Quality Assurance and Training – Manufactured Food Inspection, and all other training and quality assurance activities throughout the division. This position also works with the assistant director in oversight of the division’s internal safety program including emergency response management. As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training, and direct the work of subordinates. Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Working with the other bureau chiefs and with the director’s office, this position develops, implements, reviews and revises policies and procedures for training, quality management, standardization and emergency management for the division and is responsible for the annual review and revision of the division’s Continuity of Operations Plan. Develops and implements an audit plan to ensure division-wide conformance with the policies and procedures for training, quality management, standardization and emergency management for the division. Recommends applicable changes to statute, rule, division-wide policies, and bureau level procedures as appropriate to ensure a highly successful division-wide training, quality management, standardization and emergency management function. Performs personnel responsibilities, including employee guidance, disciplinary procedures, recruitment and selection, performance reviews and training assessment needs. Reviews and monitors employee required documents, reports, travel and voucher approvals, correspondence and other administrative duties associated with this position and special tasks as assigned. Ensures that all inspection personnel have met and maintain the training certification and qualifications as necessary for their position. Ensures such certifications and qualifications are performed in the timeframe prescribed. Communicates on a regular basis with employees, coworkers, and superiors both individually and in staff meetings. Represents the division or department as a participant in public meetings and speaking engagements. Responsible for attending meetings, training sessions and courses as designated. Responds to disaster or emergency situations and operates under incident command structure as required. Some tasks, including emergency response, will require extended hours, evening, weekend and/or holiday activity, including overnight and or extended travel. Performs other related duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge in technical matters comparable to that acquired in satisfying college degree requirements of a major in chemistry, biology, food science or an equivalent natural science. Skilled in planning. Ability to manage a state-wide regulatory analytical program. Ability to communicate with a high level of effectiveness.
