Job Duties

Plans and performs information technology (IT) security audits on VEC applications to determine compliance with statewide information security standards and communicate control weaknesses and recommendations for correction to management.

Manages and coordinates IT security audits performed by external auditors.

Plans and performs compliance, financial, operational, and program audits at the VEC central office, local offices and customer contact centers in accordance with "International Standards for the Professional Practice of Internal Auditing" of the Institute of Internal Auditors, Inc. and the approved audit plan of the Office of Internal Audit Services.

Creates the audit survey, develops the audit program, conducts the audit, documents results, reaches logical conclusions, effectively communicates with management, and writes an audit report that includes valid and reasonable recommendations.

Provides consultative services to management with regard to system development projects, controls, data security, and management of information systems.

Supervises assigned staff.

Minimum Qualifications

Knowledge of and experience with Information Technology and Information Security principles and standards, security requirements, risk management, internal controls and IT best practices.

Knowledge of Generally Accepted Auditing Standards, Generally Accepted Accounting Principles, and general organizational management and business practices.

Knowledge of auditing and statistical analysis methods and techniques, and internal control and accounting systems.

Strong program evaluation and analytical skills.

Ability to evaluate compliance with requirements, review an IT system, function, area, or situation, develop and perform audit procedures, analyze data, and plan and conduct audits, surveys, and investigations.

Ability to prepare reports and narrative findings, to maintain an independent and objective attitude, and to complete special projects.

Ability to communicate professionally and effectively, both verbally and in writing, to diverse audiences.

Please note: Occasional statewide travel may be required.

Additional Considerations

Certification as (or progression toward) Certified Internal Auditor, Certified Public Accountant, Certified Information Systems Auditor, or related certification(s).

Experience conducting audits of sensitive IT systems or IT operational programs.

Knowledge of agency programs and internal security guidelines preferred.
