The National Institutes of Health (NIH) invites candidates with strong laboratory skills to apply for the position of Supervisory Clinical Laboratory Scientist (Chief Medical Technologist; Hematology) at the Department of Laboratory Medicine at the NIH Clinical Center in Bethesda, MD.

The National Institutes of Health’s Clinical Center is a 200-bed hospital dedicated to clinical research in which all care is delivered within the context of more than 1,600 active clinical research protocols. The Clinical Center’s mission is scientific discovery including clinical protocols to evaluate rare diseases and clinical trials of novel interventions. The Clinical Center Department of Laboratory Medicine provides comprehensive and cutting-edge diagnostic testing for the clinical care of patient volunteers in the Clinical Center and provides collaborative support for the translational research being conducted by NIH investigators.

The DLM laboratory conducts some 3.5 million test results each year. Each of the clinical laboratory sections offers state-of-the-art laboratory services with an active research and method development program. The laboratory operates 24 hours per day, 365 days a year and employs approximately 200 staff members.

The CC Department of Laboratory Medicine (DLM) offers laboratory diagnostic support in the areas of Chemistry, Hematology, Immunology, Microbiology, Sterility, as well as Phlebotomy Services. DLM supports clinical testing for patients and is also involved in the application of research approaches to clinical testing. DLM trains physicians and fellows from regional hospitals within the Washington, DC area, and trains medical technologists in the University of Maryland program.

As a first-level supervisor, this position serves as the Chief Medical Technologist (Hematology) in the DLM, Hematology Service. They will assist the Hematology Service Chief, the DLM Department Chief, and the Laboratory Manager in developing long and short-range goals, setting priorities, assigning responsibilities, advising on the use of resources, reorganizing work, and revising procedures to accommodate changes in technology to address the needs of the various Institutes at the NIH. They will work directly with section leadership and senior investigators, as well as managing the programs and subordinate staff of assigned Sections (Hematology Automation and Differentials, Coagulation, Flow Cytometry, Molecular Hematology, Histology, and Digital Pathology) by carrying out the following duties and responsibilities:

Develops policy and coordinates changes within the department and with other departments.

Institutes new organizational structures to handle changing workload needs.

Works directly with section leadership, senior investigators, and technical staff in the implementation of new or changing programs and policies (e.g., CLIA) to include staffing, training, reports, and inspections.

Is responsible for applying the principles of equal employment opportunity (EEO). Takes action to be acquainted with official EEO policy and principles and takes steps towards progress in the area supervised, and informs all personnel of changes in policy and procedures through memoranda and/or meetings. Ensures that the written standards of procedure and policy are adhered to by the staff; responsible for the training and enforcement of these standards.

Directs the development of in-depth written procedure manuals according to NCCLS, CAP, and JC standards, including test protocols and quality control. Ensures that manuals are kept current and coordinates the annual update and review of service and departmental policies which define the standards for work processes and interpretation of laboratory reports.

Reviews and ensures the accuracy of information distributed to patient care providers. Serves as a consultant to patient-care physicians regarding specimen collection and handling techniques, as well as interpretation and limitation of test procedures. Communicates directly with nursing staff and patient-care physicians concerning complaints and misunderstandings of laboratory policies and procedures.

Investigates and assists in the development of policy and coordinates work related changes with other hospital departments; i.e., patient care physicians, Nursing, Outpatient Services, Transfusion Medicine, etc.

Contributes to the preparation of annual budget requests and justifications. Projects needs of the Service for planned expansion or changes such as bringing tests performed by contract laboratories in-house. Prepares budget initiatives for the annual budget submission and assists the Department Chief in the establishment of new services such as cross-training in a new service delivery model. Reviews monthly financial statements for variance, maintains budget spreadsheets, and adjusts rate of spending to remain within allocated funds.
