The State Highway Administration (SHA) is seeking a qualified candidate to fill an executive service position as a Materials Management Division Chief (Administrator VII) in Anne Arundel County. This position is open to anyone who meets the preferred qualifications listed below.

Nature of Work:

This position reports directly to the Deputy Director of Material Quality of the Office of Materials Technology (OMT) and will be responsible for the management of the Materials Management Division consisting of permanent and consultant staff. This is an operation management and technical lead position for an experienced engineer in the field of materials management. The Division Chief will be expected to conduct work independently with little to no guidance or direction, will be responsible for the performance of the entire division, and will represent the division for SHA. This position will review work and manage division operations by applying management techniques, engineering theories, principles, policies, and standards to a variety of efforts related to materials management, access permits, bill work/third party contracts, technician certification and operation improvement. The division chief is responsible for the development and implementation of the Materials Management System (MMS), SHA's Technician Certification Program and coordinating the Mid-Atlantic Region Technician Certification Program (MARTCP). As a supervisor, the Division Chief will be directly responsible for the development of the Assistant Division Chiefs - Materials Management and Materials Engineering, Access Permit Engineer and Laboratory Quality Manager, and the MARTCP Administrative Officer and will be indirectly involved with the development of all division staff.

The Division Chief will ensure that the Division provides technical support to MD SHA Engineering Districts and Contractors in relation to materials management and related issues within and outside of MD SHA. MD SHA has close working relationships with the Federal Highway Administration (FHWA), Local Public Agencies (LPAs) and Contractors. It is also the Division Chief's responsibility to ensure that MMD assists FHWA in the administration and oversight of federal aid funded projects for LPAs. The focus of the Division Chief is to ensure that the Division is operating efficiently, effectively and in a high-quality manner.

Qualifications

PREFERRED QUALIFICATIONS:

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Six (6) years of experience in administrative or professional work. Six (6) years of the required experience must have involved materials management, materials science/engineering, or managing design/construction projects. Three (3) years supervising employees or exercising responsibility for program development with two (2) years at the managerial level.

The ideal candidate will possess the following:

A bachelor's degree in civil or materials engineering

Professional Engineer License and graduate level degree in materials or civil engineering

Excellent partnering skills and ability to provide excellent internal and external customer experiences by establishing and maintaining effective working relationships with other employees, material suppliers, contractors, other offices/agencies, and the public

Managerial experience in a capacity responsible for planning, directing, managing and administering materials management, and field and office operations and staff

Excellent communication (verbal and written) skills

Notes:

Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Special Requirements:

Candidates this position should be available and on call 24 hours/7 days a week to assist all management and employees in any capacity that involves materials quality assurance and materials management on construction projects.
