Supervises and provides leadership in the development and implementation of the elementary English, reading, and language arts program. Observes, evaluates and collaborates with school-based administrators in the evaluation of teachers. Acts as a resource to teachers in addressing the needs of all learners in achieving academic progress and success. Develops, creates and curates curriculum that is aligned to content standards, incorporates best instructional and assessment practices that support strong Tier 1 universal instruction. Develops collaboratively and implements appropriate professional learning that supports the implementation of the curriculum as intended and instruction that is culturally responsive, inclusive, and equitable. Collaborates with all general and special education instructional directors, supervisors, coordinators, and specialists to implement the literacy program in alignment with the Blueprint for Maryland’s Schools Implementation Plan and the Calvert County Public Schools strategic plan.REPORTS TO:

Director of System and Instructional PerformanceEDUCATION, CERTIFICATION AND EXPERIENCE:At the time of application, the candidate must:Hold or be immediately eligible for a Maryland Administrator I endorsement.Hold a Master’s Degree with coursework in Curriculum and Instruction.Have five (5) years of successful teaching experience as an elementary/early childhood teacher of English, reading and/or language arts (preferred).Have successful experience as a school-based administrator (preferred).Have experience in program evaluation, curriculum development, assessment writing, data analysis, and professional development (preferred).Have experience in providing coaching, professional development, mentoring, or other leadership roles.Have mastery completion of Language Essentials for Teachers of Reading and Spelling, 3rd course (preferred).KNOWLEDGE, ABILITIES, AND SKILLS:Knowledge of the Maryland College and Career Ready Standards (MCCRS), PK-5 elementary English, Reading and Language Arts curriculum, curriculum design and development, and assessment design.Experience in successful school improvement programming, including data analysis, goal setting, strategy implementation, and evaluation.Understanding and ability to maintain rapport with people from all identities, cultures, and backgrounds.Demonstrated knowledge and understanding of equity including the ability to advocate for marginalized students.Demonstrated ability to relate effectively to students, teachers, staff, central office personnel, parents, and community members.Demonstrated ability to utilize and promote equitable, culturally responsive practices in all facets of education and understands the impact on instruction and school/district climate.Demonstrated ability to communicate effectively with diverse populations including students, teachers, staff, central office personnel including supervisors, specialists and coordinators, parents and community partners both orally and in written form.Demonstrated ability to manage teams effectively and work collaboratively with multiple stakeholder groups.Understanding of and ability to navigate the district as a system’s leader.Knowledge of current best practice, data analysis, curricula, instruction, assessment, professional development, and multi-tiered system of supports.Evidence of broad reading in professional literature related to the Science of Reading, early literacy, reading programs, instructional strategies, reading assessments, and adult learning styles.Knowledge of best practices for developing curricular materials that supports the Science of Reading and diverse learning needs of students.Demonstrated ability to provide professional learning that supports student achievement and that meets the needs of adult learners.Knowledge of Maryland College and Career Ready Standards and research-based strategies and evidence-based practices to improve teacher practice.Knowledge of Universal Screeners, the Kindergarten Readiness Assessment (KRA), Maryland Comprehensive Assessment (MCAP) program.A deep understanding of Danielson’s Framework for Teaching.Knowledge of sound instructional practice that increases the student experience such as culturally responsive instruction, Universal Design for Learning, Inclusive Practices when measured in a variety of different ways.Knowledge of instructional technology that enhances student learning, including Schoology, and knowledge of classroom use of instructional technology for student achievement.Knowledge of the Blueprint for below.Such alternatives to the above qualifications as the Calvert County Public Schools may find appropriate and acceptable.ESSENTIAL JOB FUNCTIONS:Prepares recommendations for the Director of System and Instructional Performance regarding implementation of the elementary English, reading, and language arts (ELA) program.Coordinates vertical articulation of the elementary ELA program leading to the development of students that are college and career ready.Provides leadership to staff in elementary ELA program, including, but not limited to curriculum and assessment design, instructional resources development, and implementation of appropriate content area assessments and organization of the CCPS curriculum management system.Provides constructive feedback and support to teachers as an active participant in the teacher evaluation process.Collaborates with other instructional and special education staff to design and implement PreK-12 ELA instructional programming that ensures student performance and adheres to Maryland College and Career Ready Standards, as well to prepare and oversee the CCPS Comprehensive Literacy Plan for elementary grades, the literacy professional development plan, and required reports for Pillar 3 of the Blueprint for Maryland’s Future.Oversees, manages, evaluates, and reports CCPS data in accordance with federal and state regulations, such as Maryland’s Ready to Read Act and COMAR.Manages critical content for ELA student learning objectives.Coordinates CCPS curricula, assessments, and data analysis for local and state mandated assessments.Oversees, manages, and collaborates with other supervisors and data specialists to develop and manage assessments related to literacy.Collaborates with the Secondary ELA Supervisor and Special Education Supervisors in the development of Tier 2 and Tier 3 supports and interventions for ELA and accompanying guidelines for the implementation of a multi-tiered system of support.Works collaboratively with the Department of Instruction and Special Education to design and implement instructional programming to assure student performance and adherence to the Maryland College and Career Ready Standards.Observes and evaluates teachers and provides supervision for the ELA Learning Specialist.Observes the class performance of elementary teachers and confers and consults with them regarding their performance, teaching ability, addressing of student needs, and their own professional development.Plans and implements professional development and content area workshops for elementary literacy teachers, to include modeling of Tier 1 instructional strategies, lesson planning, and coaching of teachers.Prepares an annual budget for elementary ELA.Represents Calvert County at regional and state meetings addressing the implementation of effective ELA programming.Coordinates text, digital licenses and software adoption consistent with effective elementary ELA programming and county guidelines.Supports the advanced learning program for elementary ELA.Assists in the screening and hiring of teachers.Performs other tasks and assumes other responsibilities as may from time to time be assigned.Comes to work promptly every day.Works flexible hours as necessary.Works under stress and meets all deadlines.OTHER DUTIES:Performs related work as required or assigned by the
