Remote and telework will be authorized for contract staff residing within the 50-mile radius of Fort Detrick.
The Management Analyst collaborates with external and internal stakeholders to define the project requirements, develop project plans and road maps, and manage project timelines. The SME develops and implements processes, procedures, and metrics to improve the accountability to standards, performance, and efficiency of the internal software development teams to ensure seamless integration of software products in the overall business ecosystem.

Deep understanding of software development methodologies to ensure projects are delivered according to established methods and best practicesRequirementsBachelor’s degree in Information Technology, Computer Science or related field10-15 years of experience in Jira, Confluence & Solutions Business Manager, requiredProject Management Institute (PMI) – Program Management Professional (PMP), Portfolio Management Professional (PMP), Project Management Professional (PMP) or Defense Acquisition University (DAU) Advanced (Level 3) Program Manager Certification or equivalent business certification, requiredExperience in SAFe(r)/Agile and DevSecOps is requiredDoD and or VA Medical Supply Chain business process or large commercial medical retail experience, requiredSecret Security Clearance, required
Special Requirements
15 years of experience in DoD Medical Logistics or Medical Logistics Information Technology10 years of experience in DoD Acquisition to include program management10 years of experience in Project Management to include cost, schedule, and performanceExperience will demonstrate external knowledge of emerging technologies, authoritative data sources and values, strategic alignment, functional dependencies, and enablers, as well as internal knowledge of legacy applications, user base, business rules, and financial interoperabilityOfferor shall provide evidence of the Offeror’s proposed Key Personnel experience in current DoD medical lines of business with a focus on DoD medical automated information systems, to include SAP knowledge and experience.Request candidate's experience integrating and implementing predictive logistics using machine learning/AI techniquesPredictive logistics is an advanced logistics management approach that leverages data analytics, machine learning, and AI to forecast and optimize various aspects of the supply chain. The goal is to anticipate potential issues and streamline operations to improve efficiency, reduce costs, and enhance overall performance.
