The University of Southern Maine’s New England Environmental Finance Center (NEEFC) seeks a Senior Program Manager for our Southeast New England Program Network (SNEP Network).

The New England Environmental Finance Center (NEEFC) has been building community capacity as a U.S. Environmental Protection Agency (EPA) Regional Environmental Finance Center since 2001, helping states, tribes, local governments, utilities, nonprofits, community-based organizations, and the private sector identify, fund, and finance critical environmental and infrastructure needs.

The Senior Program Manager supports three major areas of work:

Leading and managing the programmatic direction of the SNEP Network, by directing and managing the substantive work of its local technical assistance partners, and representing the project to the public.

Directing and managing the SNEP Network’s administrative duties including developing and overseeing internal and external partners’ annual budgets, reporting to the program’s sponsor, marketing, communications, data tracking and analysis, and public speaking engagements and press releases.

Ensuring coordination and alignment of SNEP Network programming with other NEEFC program areas throughout New England.

The SNEP Network provides training and assistance to municipalities, organizations, and tribes to advance stormwater and watershed management, ecological restoration, and climate resilience in Rhode Island and Massachusetts. The Senior Program Manager is a 100% grant-funded position whose primary purpose is to proactively lead and manage a cohesive, efficient, transparent, and effective network of partners that help communities achieve climate resilience goals by advancing project planning and design to the funding/financing phase. This position shares responsibility with the NEEFC Director as the face of the SNEP Network and routinely represents the program to funders, partners, and the public at meetings, events, press releases, conferences, etc.

This is a full-time, soft-money (grant) funded position with a starting annual salary up to $83,000, commensurate with experience. This position will be based primarily on our Portland Campus and will require periodic travel to MA and RI. Applicants who wish to reside in MA or RI may be considered, subject to University HR review and approval.

Required Qualifications:

Bachelor’s degree and a minimum of 7 years of experience or a master’s degree and 5 years of experience in an environmental field of study or related topic, and/or leading and managing network partners or large complex programs.

Experience managing budgets.

Skill and confidence with communicating to a wide range of audiences.

Excellent organizational, written, verbal, and interpersonal skills.

Preferred:

Demonstrated skill and experience leading networks or collaboratives.

Knowledge of climate-related environmental topics, environmental finance, and related areas of expertise.

Experience working with environmental justice and marginalized communities and/or Tribes.

Skilled and confident public speaker and communicator.

Passion for, and interest in, climate resilience solutions, watershed management, and/or stormwater funding and financing approaches.

License/Certifications:

Ability to provide own transportation (fully insured vehicle), provide proof of a valid driver’s license, and compliance with Maine law regarding vehicle insurance.
