Lean Six Sigma (LSS) Black Belts (BBs) are leaders who work to change the way people think, the organization's norms, systems & processes in pursuit of continuous improvement (CI). They use technical & interpersonal skills to solve complex problems. Black Belts drive change in the projects & programs they lead. Black Belts exercise finesse and are enthusiastic and influential change agents. They are master communicators in their roles as leaders, mentors, and trainers.Responsibilities

Leadership:

Leads Value Stream Element Team (VSET) deployments and complex technical and business improvement projects for organizations across the site(s). Integrates efforts of multiple organizations, often with conflicting goals, to accomplish objectives. Uses relational & performance based leadership skills. Provides direction to project team members and coaches champions.Project Management:

Manages and executes projects & programs with a high amount of autonomy from the conceptual stages through issue validation, analysis & planning, and solution implementation. May use advanced mathematics, statistics, querying methods to develop solutions. Performs uncertainty and risk analysis, manages team performance, reports progress, and initiates action to ensure objectives & schedules are met. Develops tools, practices, and policies to analyze, report, and promote CI in a program framework. Develops management & operating systems and program governance to control implementation. Develops audits of program and policy compliance. May design processes/solutions using data visualization & communications, analysis, and modeling to enable informed technical & business decisions.Communication & Stakeholder Interaction:

Presents technical and business information to technical & non-technical audiences, to internal & external customers. Communicates with employees at all levels of the company. Projects typically have executive level sponsorship and include participation from organizations & resources across both sites and external stakeholders.Enterprise Impact:

Uses a systems approach to address improvement actions by considering issues, risks, costs, and schedule. Defines technical strategies and provides insight on how to effectively prioritize and manage them. Develops tools, dashboards, and queries to monitor & improve performance. Participates in long-range strategic improvement planning with programs, technical and functional organizations with impacts on Business Area Plans & Business Operating Plan. Provides recommendations to local customers & federal sponsors in guiding program strategies and implementation funding priorities. Collaborates in Nuclear Security Enterprise (NSE) inter-site activities for best practices (e.g., Savannah River, Kansas City, Sandia) and complex improvements.Subject Matter Expertise (SME):

Acts as an SME for LSS methodologies & tools, which may include but are not limited to: Project scoping & chartering, Metric development and data collection, Process and value stream mapping, Fishbone diagram, fault trees, event trees (causal analysis), Failure modes and effects analysis (risk analysis), XY matrix (cause & effect matrix), Process modeling and simulation, Lean tools (e.g., 5S, 8 waste, pull, flow), Inferential statistics (confidence intervals, sample size), Theory of constraints, Plan-Do-Check-Act, A3, Toyota Business Practice.Teaching:

Teaches CI Essentials, CI for Enabling Leaders, and enrichment session classes. On the job trains VSET Leaders through deployment.What You Can Expect

Bachelor's degree and a minimum 5 years of relevant experience, OR a Master's degree a minimum 3 years of relevant experience.OR Thirteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.If candidate is already certified as a Lean Six Sigma Black Belt, they will undergo evaluation on expected skills and a training plan will be developed as needed.If a candidate is not yet certified as a LSS BB, the candidate will train in lean methodology and work lean assignments for a designated time frame. Following their lean training and proficiency period, the candidate will be evaluated in order to advance with the Six Sigma Black Belt certification. Following Black Belt certification, the candidate will commit to serving at least one year in the Black Belt role.Preferred Job Requirements

Experience leading DMAIC process improvement projects and/or multi-site/multi-organizational meetings.Basic data analysis acumen and understand how to develop algorithms using logic and condition statements. Must be able to learn and perform statistical data analysis and simulation modeling.Strong computer skills (i.e. Microsoft Word, Excel, PowerPoint, Visio) and have ability to learn/use relevant software programs (i.e. Minitab).Strong interpersonal skills and is an excellent communicator, facilitator, team player, and change agent.Strategic, creative, and strong analytical and critical thinking skills.Project and program management skills with strong influential leadership skills and the ability to drive performance into all areas of responsibility.Ability to effectively interface with a diverse range of people including: laborers, craft, senior management, technical SMEs, commercial/government stakeholders, NSE stakeholders including international partners.Ability to work independently with personal motivation; is adaptable and committed to achieving objectives while dealing with obstacles.Why Pantex and Y-12?
