Eagle Health Analytics (EHA) is seeking a Business Analyst, with a minimum of ten (10) years of experience with business process and system analysis, design, improvement, and implementation efforts and in translating business process needs into technical requirements. Experience with implementing change management and training support. Expertise with organizational and strategic planning for a wide variety of technical and functional environments. Extensive knowledge in Configuration Management, Strategic Planning, Knowledge Management, and both business and technical analysis.Key Experience and Skills:In-depth knowledge of the CDC National Program of Cancer RegistriesResponsible for the management of the business analyst personnelRequires an individual with strong interpersonal and managerial skills that will be responsible to ensure the staff adheres to the Project Management ProcessInterviews personnel and conducts on-site observation to ascertain unit functions, work performed, and methods, equipment and personnel usedDocuments findings of study and prepares recommendations for implementation of new systems, procedures or organizational changesParticipates in both short- and long-term planning design, development, implementation of the overall information systems of the organizationInteracts with all functional levels within the organization and its customersResponsible for eliciting, analyzing, validating, specifying, verifying, and managing the real needs of the project stakeholders, including customers (SMEs) and end-usersServes as the conduit between the customer community and the software development team through which requirements flowInvolved at the highest level throughout the entire software development lifecycle, which could vary depending on the nature of the projectAssigns resources to the project director or project sponsor to document the product's vision and the project's scopeFollows the defined Project Management ProcessIdentifies project stakeholders and user classes and documents user class characteristicsIdentifies appropriate representatives for each user class and negotiates their responsibilitiesElicits requirements using interviews, document analysis, requirements workshops, storyboards, surveys, site visits, business process descriptions, use cases, scenarios, event lists, business analysis, competitive product analysis, task and workflow analysis, and/or viewpointsWrites requirements specifications according to standard templates, using natural language simply, clearly, unambiguously, and conciselyDecomposes high-level business and user requirements into functional requirements and quality requirements, specified in an appropriate level of detail suitable for use by those who must base their work on the requirementsDefines quality attributes, external interfaces, constraints, and other nonfunctional requirementsRepresents requirements using alternative views, such as analysis models (diagrams), prototypes, or scenarios, where appropriateLeads requirements analysis and verification, ensuring that requirement statements are complete, consistent, concise, comprehensible, traceable, feasible, unambiguous, and verifiable, and that they conform to standardsParticipates in requirements prioritizationParticipates in peer reviews and inspections of requirements documentsParticipates in peer reviews and functional testing of work products derived from requirements specifications to ensure that the requirements were interpreted correctlyEnters, manipulates, and reports on requirements stored in a commercial requirements management toolDefines requirement attributes and facilitates their use throughout the projectManages requirements traceability information and tracks requirements status throughout the projectManages changes to base-line requirements through effective application of change control processes and toolsEstablishes and implements effective requirements practices, including use and continuous improvement of a requirements processAssists with the development of the organization's requirements engineering policies, procedures, and toolsImplements ways to reuse requirements across projectsIdentifies ways to assist product management in product planning through requirements development and analysisProposes new product features and updatesEHA offers a competitive benefits package to include: paid holidays, paid time off including sick and vacation leave, medical, dental and vision insurance, flexible spending accounts, short and long term disability, company paid life insurance, 401(k) with a company match and discretionary profit sharing and tuition reimbursement.EHA is an Equal Opportunity Employer.
