Water Quality Compliance Program Manager’s

primary purpose is to serve as the program leader and manager for the Confined Animal Feeding Operation & Fertilizer programs to ensure a high degree of professionalism and service that meet the mission of the individual programs and to ensure that the mission, core values, and strategic plan for the agency are achieved. This position has particular emphasis on overseeing the program’s compliance inspections and enforcement work for the protection of water quality and the state's natural resources.This position is responsible for:Coordinating and assigning the daily activities of the CAFO and Fertilizer programs and providing guidance to ensure that overall program area goals and objectives are being met while monitoring and tracking activities and results.Ensuring compliance with existing regulations and developing and implementing procedures and guidelines for efficient and effective service delivery, working closely with the agriculture industry, the environmental community, and members of the CAFO Advisory Committee and its technical advisors.Assisting in the preparation of the department budgets by preparing program and project specific budgets and administering budgetary controls.Our

is a permanent full-time position, located in Salem, Oregon and is a Management Service – Supervisory position and is not represented by a union. Candidates may have the option to work a hybrid schedule based on agency needs.Minimum Requirements:Five years of lead work, management experience in environmental compliance or related field.ORTwo years of related experience and a bachelor’s degree related to agriculture or environmental science.Must be a Certified Professional Agronomist, or Certified Crop Advisor, or equivalent certificate, or have the ability to become certified within 6 months of accepting the position.Must have a current and valid driver’s license with an acceptable driving record.Desired attributes:Possess in-depth knowledge of Confined Animal Feeding Operations (CAFO) regulations, permits, and best management practices (BMPs), including nutrient management, waste handling, and pollution control technologies specific to CAFOs. Familiarity with groundwater and surface water protection measures related to agricultural operations and the ability to analyze and interpret environmental data is essential.Candidates should possess significant experience in agriculture, animal science, environmental science, hydrology, and environmental compliance, with a particular focus on Confined Animal Feeding Operations (CAFOs).Candidates should have a thorough understanding of fertilizer chemistry, regulations, and industry standards, including the registration and labeling requirements for fertilizers, as well as nutrient content analysis.Experience leading a distributed organization of remote, hybrid, and in-office workers, demonstrating the ability to engage and lead employees effectively with a continuous improvement and DEIB supportive mindset.Collaborative, transparent style with strong communication skills and abilities. Adept at anticipating change, knowing when to pivot, and how to engage employees effectively to achieve goals.
