Business Oregon, the state’s economic development agency, is currently hiring a permanent, full-time Senior Project Manager (Project Manager 3) to join our Modernization Program team. The Modernization Program improves service delivery through enhanced customer experience, transforms business processes, modernizes technology, and leverages data as a strategic asset to create a culture of data stewardship.

In this position, you will lead the planning and administration of medium to large agency-wide enterprise projects which include IT and other modernization projects. You will direct and coordinate the associated activities for technical and end user staff assigned to the projects; control scope, cost, and delivery schedules; develop detailed project plans; and manage the execution of these work plans.

The goal of this recruitment is to fill this position at a Project Manager 3 (PM3) level. However, we encourage candidates who meet the minimum qualifications for a Project Manager 2 (PM2) to apply, as we may consider underfilling the position until the selected candidate meets the minimum qualifications for a Project Manager 3. Underfill applicants must meet the higher level within 36 months.

This is a hybrid position that reports to our Salem office at least four times per month and on occasion, as business needs arise, you may be required to travel throughout Oregon. During project peak periods (typically twice per year), you may need to work in office more often.

What you will do:

Conduct high-level assessments and project feasibility for proposed projects to support project selection and prioritization.

Initiate selected projects by obtaining authorization, commitment, and sponsorship.

Develop Project Management Plans including plans for governance, change management, risk management, staffing, resources, procurement, quality, budget, and communication.

Develop Project Execution Plans including plans for data migration, cutover, contingency, training, testing, operations and maintenance, and business continuity and disaster recovery.

Develop Request for Quotes or Proposal documents outlining project requirements, scope, contractor statements of work, and evaluation criteria.

Direct the work of staff to meet project timelines and goals by monitoring progress of work assignments, adjusting project schedules, and coordinating project changes to schedules and budgets.

Exercise effective project change controls for any changes to project scope, schedule, and/or cost.

Ensure comprehensive management of issues and risks through proactive mitigation and robust contingency planning.

Monitor and evaluate project performance and deliverables to ensure project goals and objectives are reached.

Prepare written documentation and make oral presentations on various aspects of assigned projects to Senior and Executive Management as well as the Project Steering Committee.

Develop project status reports and provide updates to appropriate project stakeholders.

Coordinate project activities with other state agencies, governmental stakeholders, or private section partners as required.

Promote a collaborative environment on projects and function as a liaison between the business divisions and operational IT divisions.

The ideal candidate will possess a combination of some or all of the following skills:

Comprehensive Project Management Experience: A strong background in all project management processes—initiating, planning, executing, monitoring and controlling, and closing projects.

Contract Administration: Ability to effectively negotiate and manage contracts, ensuring compliance and minimizing risks throughout the project lifecycle.

IT Vendor Management: Experience in building and maintaining productive relationships with IT vendors to ensure deliverables align with project goals.

Team Leadership: Strong capability to inspire and motivate diverse teams, fostering a collaborative and high-performance culture.

Strong Monitoring and Control Abilities: Expertise in tracking project performance, implementing corrective actions, and using metrics to manage high-priority, large-scale projects effectively.

Exceptional Communication Skills (Written and Verbal): Ability to articulate complex information clearly to stakeholders at all levels to facilitate productive collaboration among stakeholders and team members.

WHAT YOU NEED TO QUALIFY:Minimum Qualifications for Project Manager 3 (PM3):Salary Range: $6,318.00 - $9,710.00 (per month)

Seven years of professional level experience related to the class concept;

OR Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification;

OR Four years of professional level experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field;

OR Two years of professional level experience related to the class concept AND a Project Management Professional Certification awarded by the Project Management Institute.

Minimum Qualifications for Project Manager 2 (PM2) (UNDERFILL OPTION):Salary Range: $5,745.00 - $8,827.00 (per month)

Five years of progressively responsible experience related to the class concept;

OR Four years of progressively responsible experience related to the class concept AND an Oregon Project Management Associate Certification;

OR Two years of progressively responsible experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field;

OR A Project Management Professional Certification awarded by the Project Management Institute.

The Modernization Program supports the Operations & Finance Division and its mission by providing continuous evaluation of Business Oregon’s processes and systems that directly support strategic initiatives and transformation that will grow capability and capacity of internal and external functions, process improvement of business processes, and implementation of technologies that enhance the economic development system for stakeholders resulting in increasing regulatory efficiencies, reducing regulatory burdens, and overall improved delivery of services.

PERS – This is a PERS qualifying position. After a six-month waiting period, eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
