Position Title:

Senior IT Project Manager (Project Manager 3) Limited Duration (Rotational Opportunity for State Employees)

This is a Limited Duration position for anyone to apply. Limited duration positions are benefits eligible. The duration of this assignment is anticipated to last through June 30th 2025, but could end early or be extended based on funding and business needs.

You will not be disqualified if you do not meet the minimum qualifications (MQs).

If you do not meet the MQs and are selected for the position, you will serve this job rotation as a developmental/skill building rotation.

If you do meet the MQs, you will be awarded a 5% allowance on top of your current base pay.

Senior IT Project Manager

This position is a Management Service position – not represented by a union. This position falls under the Project Manager 3 classification.

What you will do!

As a Senior IT Project Manager, you will develop and manage the execution of comprehensive or high-risk project plans, budgets, schedules and controls from project initiation to project close-out.

This position offers you the opportunity to lead the decision-making process throughout the Oregon Health Authority and Department of Human Services for the detailed requirements, design, testing, and start-up operations related to the development and implementation efforts of achieving the long-term goals of the customer agency.

What we are looking for!

MINIMUM REQUIREMENTS:

(a) Seven years of professional level experience related to the class concept (Project Management)

(b) Six years of professional level experience related to the class concept (Project Management) AND an Oregon Project Management Associate Certification

(c) Four years of professional level experience related to the class concept (Project Management) AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field.

(d) Two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute.

Desired Attributes:

Experience managing large complex multi-million-dollar projects that involved implementing COTS, developing custom software solutions and/or organizational transformations.

Ability to successfully apply project management knowledge in ambiguous and unique circumstances while managing a cross-functional team with internal matrix resources and external contractors.

5 or more years of Project Management experience in the last 7 years that included using project management best practices and standard methodologies such as PMI (PMBOK), PRINCE 2, etc.

Proven success in navigating complex organizations with loosely defined structures and boundaries.

Proven ability to recognize and anticipate emerging project risks and business priorities and to address those developments through risk mitigation, contingency plans, and communication strategies.

Management experience in risk mitigation and project stewardship.

Understanding of Health Information Exchanges (HIEs), Fast Healthcare Interoperability Resources (HL7 FHIR) standards, and/or Electronic Health Record (EHR) systems such as EPIC and data analytics within these environments.

Experience in advancing health equity, addressing systemic health disparities, and collaborating with diverse, vulnerable, and underrepresented populations.

Superior communication and interpersonal soft skills.

Excels at establishing and building relationships.
