Contract Officer II / Procurement Associate

is responsible to be familiar and adept with the proper execution of all transactions related to the purchasing and acquisition of medical and non-medical goods, including commodities, service maintenance, software, memberships, consulting, and IT contracts. Handles emergencies as needed in accordance with NYS Procurement Guidelines, obtaining proper approval from OSC and payment for all goods and services received at University Hospital Medical Center in accordance with SUNY and New York State Policies and Procedures.Duties of a Contract Officer II / Procurement Associate may include the following, but are not limited to:The incumbent will self-reliantly have the primary responsibility to execute small to mid-dollar value purchasing transactions for capital projects including construction-related service contracts, equipment acquisitions, and project management.Become independently proficient at developing, soliciting, and awarding sealed bids, requests for proposals, and requests for qualifications.Follow up on accounts payable payment problems, notify departments of funding shortages, and provide timely customer service response to procurement issues.Maintain detailed audit-compliant documents, records, and files.Work with buying/contracts staff to maximize purchases from NYS Certified Minority and Woman-owned firms.Meet and interact with users and vendors for best pricing product presentation.May be assigned a Procurement Charge card (“P” card”) for usage as needed.Qualifications:Required Qualifications:Bachelor's Degree and 2 years of Procurement experience; in lieu of Bachelor’s degree, an Associate’s degree and 5 years of Procurement experience will be considered.Excellent reading and writing skills.The ability to retain contract details and terms.Strong computer and customer service skills.Detail-oriented with strong organizational skills.Preferred:Experience working in a large institution (Medical, Educational, or Business), or government agency.Special Notes:
