Contract Officer II / Procurement Associate

is responsible for the proper execution of all transactions related to the purchasing and acquisition of medical and non-medical goods, including commodities, service maintenance, software, memberships, consulting, and IT contracts. The role involves handling emergencies as needed and obtaining proper approvals from OSC and payment for all goods and services received at University Hospital Medical Center in accordance with SUNY and New York State Policies and Procedures.Duties of a Contract Officer II / Procurement Associate may include the following, but are not limited to:The incumbent will execute simple to more technical small to mid-dollar value purchasing transactions for capital projects, including construction-related service contracts and equipment acquisitions. Responsibilities include user and department head interaction for project planning requirements, vendor research, and ensuring timely payment of invoices.Develop, solicit, and award sealed bids, requests for proposals, and requests for qualifications. Provide guidance in the preparation of requisition approvals for user departments.Interact with department heads for project planning, vendor responsibility review, and ensure compliance with New York State requirements.Follow up on accounts payable payment issues and train departments on state rules and regulations for procurement.Maintain detailed audit-compliant documents, records, and files.Work with buying/contracts staff to maximize purchases from NYS Certified Minority and Woman owned firms under the MWBE and SDVOB programs.Meet and interact with users and vendors for best pricing product presentation.May be assigned a Procurement Charge card for usage as needed, within NYS Law guidelines.Qualifications:Required Qualifications:Bachelor's Degree and 2 years of Procurement experience; in lieu of a Bachelor’s degree, an Associate’s degree and 5 years of Procurement experience will be considered.Excellent reading and writing skills due to the volume of contract reading.The ability to retain contract details and terms.Strong computer and customer service skills.Detail-oriented with strong organizational skills.Preferred:Experience working in a large institution (Medical, Educational, or Business), or government agency.Special Notes:
