Performs intermediate professional work converting geographic information to digital data; does related work as required. Work is performed under the regular supervision of the Director of Information Technology.GENERAL DEFINITION AND CONDITIONS OF WORK
Creating GIS data layers, maps and analyses for special projects utilizing existing data or Geographic Information System; maintaining records and files; preparing maps.Creates, maintains and updates GIS feature classes and analyses for special projects utilizing existing and new data including Census data;Manages and maintains authoritative address list for use across city platforms, including GIS and utility billing systems;Assign addresses for new developments or single sites adhering to city standards for proper numbering;Perform processing of information for correct cartographic and map design layout;Ensuring consistency across internal city platforms from recently approved ordinances, resolutions and plats;Analyze existing data to assist in statistical analyses and other functions;Resolves data conflicts using GIS, often related to reconciling third-party, such as electric utilities;Creates digital and print maps, charts, exhibits, data and reports upon request for internal and external use;Assists Community Development Department to administer planning petition process;Interprets land-use plans, legal descriptions, plats of survey for annexation, subdivision, conditional use, rezoning, vacation and dedication petitions;Refers to state and local codes to maintain accurate GIS, zoning and land use information for internal and external audiences;Receive, interpret and integrate land records from multiple governmental sources;Provides support and maintains access for internal users to the city’s GIS viewer Vantage Points, a GTG product;Serves as the city representative for the Census BAS (Boundary & Annexation Survey), LUCA (Local Update of Census Addresses) and Special & Decennial Censuses.KNOWLEDGE, SKILLS AND ABILITIES
Thorough skill and knowledge in operating a geographic information system and other land information systemsThorough knowledge of state and local codes governing land developmentAbility to establish and maintain effective working relationships with associates, government officials and the general publicAbility to effectively communicate ideas both orally and in writingAbility to manage and prioritize work requests from multiple sources.EDUCATION AND EXPERIENCE
Bachelor’s degree in urban planning, geography, cartography, Geographic Information Systems (GIS), or a closely related field. Minimum 2 to 3 years professional GIS/Cartographic experience is required; with thorough knowledge of ESRI suite of products specifically ArcGIS Online and ArcPro.PREFERRED EXPERIENCE
