PARKS LANDSCAPE SPECIALIST

GENERAL PURPOSE

Performs a variety of entry-level skilled duties related to the construction, installation, maintenance, upkeep, beautification, and repair of parks buildings, recreation facilities, parks grounds, cemetery, and general environment.

SUPERVISION RECEIVED

Works under the general supervision of the Parks Superintendent or Parks Maintenance Foreman.

SUPERVISION EXERCISED

None.

ESSENTIAL FUNCTIONS

Performs general building maintenance; constructs and maintains bowery(s), small buildings, pavilions, shelters, picnic areas, benches, bleachers, ball fields, tennis courts, and nets and other facilities; assures proper operation of lighting fixtures, doors, windows, and plumbing; may assist in framing, painting, roofing, or other skilled construction and maintenance activities related to carpentry, plumbing, and electrical; performs concrete and masonry work; assures proper installation and maintenance of playground equipment; conducts safety inspection of playground equipment and skate park facilities.

Assists in the installation of sprinkler systems; selects line sizes, sprinkler spacing, type, and control equipment; installs, tests, and maintains systems utilizing low voltage, hydraulic, or other operating features; inspects electrical systems at parks and ice rink; makes repairs and adjustments as needed.

Assists with spraying projects for the prevention or eradication of pests, fungus, and insects harmful to park plants, trees, shrubs, and other environments; selects appropriate chemicals and combinations to accomplish the task; maintains records of spraying activities; assures chemicals are properly stored and used in conformity with town, state, or federal regulations; operates spraying equipment.

Operates various types of heavy equipment such as front-end loader, backhoe, utility trailers, bobtail dump truck, etc.; transports materials and equipment; operates and maintains trencher; operates a variety of small and light equipment such as mowers, sod cutters, chainsaws, pruning equipment, aeration tractor, and various hand tools; performs routine and regular maintenance on equipment to assure efficiency and safety.

Operates complex lawn mowing equipment; mows and trims grass, bushes, and shrubs; assists in pruning activities on trees, shrubs, and plants; removes dead, diseased, or injured trees; stimulates healthy plant growth through custom pruning and cutting.

Performs general landscape and gardening duties; plants and transplants trees, shrubs, bushes, grass, flowers, etc. as directed to develop attractive parks and grounds; performs various fertilization techniques using dry and liquid chemicals.

Assists in the set-up of special displays for Christmas, fiestas, festivals, and other events; sets up banners, assists in the setting up of public announcement and speaker systems; assists in the cleaning and grooming of event environments to assure Parks attractive surrounds.

Participates in annual graffiti clean-up projects; collects and disposes of solid waste from buildings and grounds; picks up litter.

Performs various seasonal duties such as snow removal; water line winterization, etc.; performs general maintenance of ice arena, grooms surface, and shaves ice; monitors and inspects refrigeration equipment; adjusts gauges if necessary and restarts system.

Acequia Division Duties and Responsibilities:

Attend the annual meeting to stay informed about updates and decisions regarding the acequia. Report to the Council’s Acequia representative if they are unable to attend and attend the Taos County Weed Cooperative Board meetings and provide recommendations for noxious weed mitigation.

Participate in Spring cleaning of the acequia to ensure proper functioning and water flow.

Clean and repair the KCP & Dragoon Lane Laterals, including the Children’s Lateral, in the early to mid-Spring. This may involve planting indigenous, drought-resistant plants, and working diligently to remove invasive plant species.

Coordinate irrigation schedules according to the Abeyta Adjudication accord and Sobrante rights.

Serve as a point of contact between the AMdRP & TCWCB and the Town, coordinating with various departments as needed.

Maintain headgate and flow: Monitor and adjust the flow of water through the acequia, ensuring proper irrigation and flood management.

Assist with work orders related to the maintenance and repair of the acequia, in town trail systems, and weed management.

Vigil y Romo (VyR):

Attend the annual meeting to stay informed about updates and decisions regarding the acequia. Report to the Council’s Acequia representative if they are unable to attend.

Participate in Spring cleaning of the VyR acequia to ensure proper functioning and water flow.

Clean and repair the ditch at the Town’s irrigatable property at the end of the VyR acequia, including planting indigenous, drought-resistant plants.

Coordinate irrigation schedules according to Sobrante rights and water availability in the Rio Fernando.

Serve as a point of contact between the VyR Commission and the Town, coordinating with various departments as needed.

Additional Responsibilities:

Attend meetings of the New Mexico Acequia Association (NMAA) and Taos Valley Acequia Association (TVAA), reporting back to the Council’s Acequia representative.

Collaborate with organizations such as the Taos Soil & Water Conservation District, Extension Service, Taos County Cooperative Weed Management Area, and Rio Fernando Collaborative to exchange information and resources.

Maintain an updated list of pertinent contacts and volunteers involved in acequia-related activities.

Performs related duties as required.

Education and Experience:

Minimal Formal Education; AND Up to one (1) year experience in the maintenance, upkeep, and beautification of turf, parks, facilities, and landscaping, etc. OR An equivalent combination of education and experience.

Knowledge, Skills, and Abilities:

Some knowledge of maintenance equipment such as backhoe, loader, dump truck, mowers, tractor, power over seeders, aerators, thatches, welder, trimmers, etc.; landscape and sprinkler system design; flow pumps; of hazards and related safety precautions associated with equipment operations; of herbicides, fungicides, insecticides, and pesticides, and proper application of the same; of turf and greens management; of interpersonal communication skills.

Skill in:

use of lawn and landscaping equipment, including tractors, mowers, chainsaws, edgers, weed trimmers, electric motors, pumps, sprinklers; miscellaneous hand and power tools for turf maintenance, carpentry, painting, plumbing, and electrical work.

Ability to:

recognize and identify diseases common to turf and greenery; effectively apply chemicals for the abatement and eradication of noxious weeds and insects; effectively perform various semi-skilled and skilled functions related to building maintenance; communicate verbally and in writing; develop effective working relationships with supervisor, subordinates, and the public.

Special Qualifications:

Must possess a valid state of New Mexico driver’s license. Certification through the National Arborist Association is preferred and may be required. Pesticide certification may be required but is preferred. Must possess American Red Cross Cardio-Pulmonary Resuscitation (CPR), Automatic Electronic Defibrillator (AED), and Community First Aid certification or be able to obtain within a specified time frame. Familiarity with acequia operations, noxious weeds, and trails with special emphasis on water management practices. Ability to work independently and as part of a team. Strong communication and organizational skills. Some working knowledge of local regulations and laws related to acequias (Tort law in NM). Physical ability to perform manual labor, including trail maintenance, and work outdoors.

Work Environment:

Tasks require a variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, lifting, etc. (occasionally move up to 50 pounds). Talking, hearing, and seeing are essential to the performance of the job. Employee regularly works near moving mechanical parts. Daily exposure to weather extremes and seasonal conditions. Frequent exposure to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to the risk of electrical shock. Common eye, hand, finger dexterity exists. Mental application utilizes memory for details, verbal instructions, and discriminating thinking. Frequent local travel is required in the normal course of job performance.
