Positions Summary:

The Program Manager works in conjunction with the Director of Shelter & Housing Services to provide engaged leadership and operational oversight for two overnight shelter programs, co-located in the same downtown facility: Porch Light Emergency Shelter and Street Light Short-Term Shelter. These shelter programs provide a range of basic safety services for highly traumatized young people (ages 16-24) who are experiencing homelessness. The position is directly responsible for monitoring the safe night-to-night operations of shelter services, ensuring full integration of current shelter best practices, compliance with program health and safety standards, achieving outcome expectations, and providing consistent trauma-informed support and supervision for shelter staff (Care & Support Specialist) and the Porch Light Shelter Supervisor and Facility Manager. Ongoing duties include timely data entry and program reporting, scheduling, hiring and training and ongoing management of shelter staff and relief workers, professional program representation in the broader community, and occasional public speaking engagements. The Janus Youth shelter programs are part of a highly integrated Homeless Youth Continuum of programs and services, and the Shelter Manager position requires close communication and coordination with a broad range of partner agencies. The shelters are founded on principles of Trauma-Informed Care, Positive Youth Development, Harm Reduction and Restorative Justice that encourage meaningful participation of all shelter guests who utilize services. The shelters are open every night of the year from 8:45pm until 9:00am. The Shelter Manager is required to have a consistent presence during the early part of the evening to greet and be available to all guests to establish and model safe, caring and supportive relationships. This position will generally work a late afternoon to early evening schedule (swing shift), with some flexibility required for meeting obligations, crisis interventions, weekend and early morning program support and/or other tasks as assigned by the Director of Homeless Services. Occasional overnight emergency coverage and overnight program oversight will be required.

This position requires being part of a rotating on-call supervisory team that provides coaching, support and coverage assistance to a multitude of 24/7 programs within Janus Youth, including occasional overnight shift coverage as needed during emergencies.

The employees of Porchlight and Streetlight are represented by a union bargaining agreement. The Director of Homeless Services is the primary contact point for the union, however, the Shelter Manager may be occasionally required to assist in negotiations, grievances, or other union matters.

Education and Experience Requirements:

Bachelor’s degree in area of study related to youth homelessness, counseling, mental health, alcohol/drug treatment, social work, or non-profit business management OR any combination of experience and education that provides the necessary skills, knowledge, and abilities necessary for successfully performing the diverse responsibilities of the position.

A minimum of two years’ experience in a residential setting for young adults or people experiencing mental health crises.

Experience with direct staff supervision and program management required.

Experience supervising union bargaining employees preferred.

Experience in a mental health/case management setting working with youth or young adults preferred.

Bi-lingual (English/Spanish) skills preferred.

Basic knowledge of Family Medical Leave, including when to notify Human Resources regarding employee’s potential need for protected leave.

Ability to prioritize work responsibilities and meet reporting deadlines.

Strong coaching and training skills and ability to meet regularly with direct reports for ongoing training and supervision.

Ability to work effectively within a team-dependent environment.

Ability to effectively monitor safety and demonstrate group management skills and effectively de-escalate potentially chaotic or volatile situations.

Ability to stay calm and emotionally available in an environment serving severely disturbed youth.

Ability to accurately read, record and interpret information.

Ability to communicate effectively, both orally and in writing with a wide variety of individuals, including clients, families, management staff, and community partner/referral sources.

Ability to climb at least two flights of stairs.

Ability to provide auditory and visual supervision of clients.

Ability to learn the self-governance model and the practices of Community Youth Development.

Experience with street youth, youth involved in sex work and youth with a history of alcohol and drug addictions.

Knowledge of Homeless Youth Continuum and youth services systems.

Ability to consistently attend and be punctual for scheduled meetings and work assignments and be in a condition suitable for carrying out responsibilities of position.

Openness to feedback and supervision.

Manual/physical dexterity allowing for performance of routine office functions such as copying, filing, phone use, computer use, writing, faxing, etc.

Ability to respond to phone calls at all hours of the day and night when covering On-Call coverage.

Ability to work a variable schedule, including day, swing, and overnight shifts.

Other Requirements:

Driving is required; a personal vehicle for travel and/or transport clients required. All employees who drive for work purposes must have and maintain a valid driver’s license for state of residency, have a driving record that permits coverage under the corporate auto liability policy, and complete the agency’s driving approval process before driving for work. If driving a personal vehicle for work purposes drivers must also have personal auto liability coverage ($100,000/$300,000 levels strongly recommended). Employees are not to drive for work purposes until they have received written authorization to do so.

Bloodborne Pathogens training is required on first day of employment and annually thereafter.

Must complete Mandatory Abuse Training is required on the first day of employment and annually thereafter.

First-Aid CPR Certification within 30 days of hire.

Food Handler’s Certification within two weeks of hire.

Must pass criminal history check.

TB clearance within 30 days of hire.

Duties and Responsibilities:

The Shelter Manager position includes the following duties:

Participates in and encourages a self-government program based on principles of Positive Youth Development, Harm Reduction, Restorative Justice and Trauma-Informed Care:

Participates in and co-facilitates weekly Shelter House Meetings with current program participants and staff, according to program policies and procedures. The Program Manager is expected to facilitate a minimum of one Shelter House Meeting per quarter.

Encourages youth to meaningfully participate in House Meeting and supports youth in co-facilitating House Meetings.

The Program Manager will handle all youth grievances, violation of agency policies by youth or Bottom Line Agreements behavioral issues that occur in the shelters, in conjunction with the Porchlight Shelter Supervisor and Mental Health Support Specialist.

Provides direct supervision to Streetlight Care & Support Specialist staff and the Porchlight Shelter Supervisor and the Assistant Supervisor:

Meets privately with all staff for one hour at least once a month. Meets at least once weekly with Porchlight Supervisor and Assistant Supervisor, according to the expectations of the agency and program.

Conducts written and oral performance evaluations as required by Janus Youth Programs.

Participates in hiring, training, scheduling and supervision of all shelter staff.

Assists with staff recognition and/or disciplinary action, as needed.

Schedules and provides feedback, support, and recognition to volunteers and relief staff.

Facilitates a weekly staff meeting of all shelter employees (Porchlight and Streetlight) on Thursday mornings from 9:15am until 10:30am.

Facilitates and hosts twice monthly Coordination Meetings with staff and partner agencies to develop strategies for supporting the success of all shelter guests (second Thursday of the month during regularly scheduled staff meeting time).

Assists the Program Director with the development and implementation of shelter program policies and procedures.

Coordinates and Oversees all aspects of shelter guest access and utilization of services:

Maintains shelter client computer databases.

Trains and supervises staff to conduct overnight self-referral “short screenings” and ensures data is entered in a timely manner.

Engages with youth seeking re-entry to the program after actions which resulted in temporary exclusion, according to program best practices, policies and procedures.

Attend and participate in appropriate meetings as assigned - including but not limited to staff meetings, trainings and retreats - and represent the program at community meetings/functions as assigned or required. These duties may include some public speaking.

Weekly Janus Housing & Shelter Services management team meeting every Monday at 4pm.

Weekly shelter management meeting every Thursday at 11am.

Weekly staff meetings every Thursday 9:15am-10:30am.

Shelter House Meetings (Program Manager facilitates at least one per quarter).

Monthly County Data meeting (rotating schedule).

Monthly HYC supervisors meeting (TBA).

Serves as the primary liaison between the homeless youth shelters and the other Homeless Youth Continuum partners at Outside In, New Avenues for Youth, Native American Youth and Family Center and the Immigrant and Refugee Community Organization (IRCO).

Works with the Director of Shelter & Housing Services, Porch Light Supervisor and Facility Manager to assure completion of program administration tasks such as report writing and other paperwork, data collection/compilation, recordkeeping, phone calls, and correspondence in accordance with program policies and guidelines and/or supervisory instructions.

Prepares quarterly reports for Multnomah County.

Ensures timely input of Service Point data for Multnomah County.

In conjunction with the Program Director, is responsible for the development and implementation of a yearly budget for the residential programs.

Reconciles monthly expenditure reports to determine appropriate use of funds as well as staying within budget limits.

Updates staff concerning financial status and budget overruns.

Participates in a 24/7 on-call rotation for multiple homeless service programs within the agency, provide emergency program coverage as needed, and will be available to handle crisis/emergency situations at the shelters.

Oversees the maintenance of a safe, clean and comfortable working environment for all youth and staff, including maintenance of the facility and agency vehicles as needed.

Working Conditions:

May involve exposure to communicable diseases, including a variety of illnesses and infections such as the common cold, TB, Hepatitis, flu, meningitis, and HIV.

May involve exposure to upset, angry, severely traumatized or emotionally disturbed children, adolescents, adults, and families.

May involve time in excess of routine schedule and/or overtime, including evening/overnight, weekend hours, and/or holidays.

May involve exposure to information that graphically describes physical, sexual and emotional abuse of children and may experience vicarious trauma.

May require working and providing services at locations other than program site (i.e., schools, cafés, clinics, etc.) and may, therefore, be exposed to environments not under agency control (i.e., second-hand smoke, varying hygiene practices, etc.).
