The

Toxics Cleanup Program

(TCP) within the Department of Ecology is looking to fill a

Southwest Region Section Manager (WMS Band 2)

position. This position is located in our Southwest Region Office (SWRO) in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

As the Southwest Region Section Manager, you’ll use your knowledge of advanced principles of human resources, environmental and engineering management, principles of business economics and planning, strategic planning, and detailed knowledge of multiple state and federal laws and regulations regarding all aspects of environmental remediation.

The mission of the Toxics Cleanup Program (TCP) is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.

Tele-work options for this position:

This position will have flexibility of a hybrid schedule, empowering work from home and office, providing less time in traffic and shrinking your carbon footprint. This position will be eligible to tele-work up to three days a week. DutiesWhat you will do as the Southwest Region Section Manager:

The Toxics Cleanup Program manages thousands of cleanup sites across Washington State. Your role as the Southwest Region Section Manager directly implements the State's Model Toxics Control Act (MTCA), state and federal underground storage tank regulations, enforcement actions, and natural resource decisions impacting local, state, and federal agencies.

Plan, lead, organize, and control the work performed by the section. Make critical decisions regarding highly technical cleanup actions, regulation enforcement, and workload relating to 39 staff.

Develop detailed program plans and conduct workload analysis for the section. Define goals and objectives and coordinate program development activities with other regions, regional programs, and headquarters.

Mentor, supervise, and evaluate performance of three unit supervisors and six other direct reports. Enhance the effectiveness of employees through timely appraisal and professional development opportunities. Recognize the contributions of others.

Support teamwork and cooperation through open and honest communication across agencies and disciplines.

Work collaboratively as a member of the TCP Program Management Team to develop program plans, strategic initiatives, policies, procedures, and address program-wide technical policy and professional issues, including information management. Recommend and approve initiatives pertaining to personnel, budget, and environmental management.

Coordinate with local, state, and federal agencies, including the Environmental Protection Agency, elected officials, tribal governments, and representatives of interested parties to ensure progress on significant, complicated projects.

Implement cleanup laws, regulations, policies, and guidance regarding cleanup action at contaminated sites.

Represent the agency in complex negotiations, including the development of inter-agency Memoranda of Agreement, and resolution of site- or issue-specific disputes.

QualificationsRequired Qualifications:Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked.

Experience in:

the field of contaminated site cleanup, solid or hazardous waste management, air quality management, water quality management, or underground storage tank regulation, or related field. Experience must include two years of management experience in a hierarchical or matrix management structure.

Education involving:

major study of a physical, biological or environmental science, or environmental management or planning.

A total of eleven years of experience and/or education as described below:

Combination 1: No college credit hours or degree - 11 years of experience.

Combination 2: 30-59 semester or 45-89 quarter credits - 10 years of experience.

Combination 3: 60-89 semester or 90-134 quarter credits (AA degree) - 9 years of experience.

Combination 4: 90-119 semester or 135-179 quarter credits - 8 years of experience.

Combination 5: A Bachelor's Degree - 7 years of experience.

Combination 6: A Master's Degree - 5 years of experience.

Combination 7: A Ph.D. - 4 years of experience.

Special Requirements/Conditions of Employment:

Must possess and maintain a valid driver’s license.

Familiarity with contaminated site cleanup process.

Demonstrated negotiation and project management skills.

Experience working with interested parties around contaminated sites (including local, state, Tribal, and federal interests).

Experience with advanced personnel management techniques, such as performance management and working in a represented workforce environment.
