The Property Manager will be responsible for supporting the daily operations of all property management functions for supportive housing projects housing youth, adults, and families according to RS EDEN housing policies.Internally, they will work closely with the Intake and Compliance Manager, Maintenance Technicians, Caretakers, Custodial staff, Support Service Lead Case Managers, Connection Center Staff, Operations Manager, and others to ensure effective communication and positive working relationships.Externally, they will collaborate with outside partner organizations (i.e., MPHA, SPPHA, The Link, etc.) and vendors (i.e., pest control, security, towing, custodial, etc.).The Property Manager will be responsible for clear, concise, and organized communication with all RS EDEN Housing staff. This person will utilize specific communication systems (i.e., AppFolio, checklists, weekly updates, etc.) in a timely manner to ensure the housing projects are functioning well. They are committed to providing safe, stable communities for participants to thrive. They must proactively seek solutions to resolve unexpected challenges and assist others without formal/informal direction. They must be able to solve problems while following RS EDEN policies and procedures in addition to abiding by Fair Housing Laws.This person will be highly organized with a working knowledge of Property Management systems and Supportive Housing best practices. They must have an understanding of Fair Housing. They must possess all the business attributes required to balance team and individual responsibilities. The Property Manager must display outstanding interpersonal skills in addition to being able to work independently. They must have a willingness and ability to solve problems. This person must have strong decision-making skills and experience working with diverse cultural groups and sound personal judgment.Pay ranges from $46,000-$56,000 annuallyRESPONSIBILITIESSupervision

:Caretakers, other live-on-site staff and/or independent contractors when applicable.Operations:Works in conjunction with the Operations Manager, Maintenance Technicians, Caretaker and custodial staff, and outside vendors to ensure properties and units are in good condition and are monitored regularly to comply with Funder regulations, Housing Quality Standards, and maintained to the standard imposed by the Vice President of Operations and Assets and the Director of Property Management and Operations.Participates in the successful completion of both internal and external move-in, bimonthly, annual, and move-out inspections resulting in maximum efficiency, superior quality, and acceptable vacancy rates.Maintains multiple relationships with suppliers/contractors/vendors that support the operations of all RS EDEN Housing properties.Maintains a positive working relationship with community partners.Collaborates with the Operations Manager regarding physical site requests and assists in developing proposals and systems that will benefit the participants, the community, and the property.Works in conjunction with the Operations Manager to effectively utilize tools to support a variety of communication needs within the Asset and Property Management Division.Compliance:Works in conjunction with the Intake and Compliance Manager to ensure units meet compliance with regulations and are occupied in a timely manner to eligible households.Communicates and assists participants with lease requirements associated with annual recertification and other compliance requirements.Verifies that all hard and electronic files are in compliance with regulations.Supports the division by participating in internal audits and helping prepare files for funder audits and inspections.Maintains a working knowledge of Property Management, Rental Assistance Programs, Funder Regulations and requirements, and Fair Housing Laws and adheres to all federal, state, and local laws.Administrative Management:Accurately prepares and processes all leasing paperwork and organizes information in a manner consistent with RS EDEN policies.Enforces the lease agreements, rules, and policies as needed by issuing the appropriate correspondence, documentation, and effective communication.Prioritizes and emphasizes the importance of proper documentation pertaining to all lease infractions and follows through accordingly.Assures the timely collection and deposit of rent and other monies owed by participants in order to contribute to the financial health of the property.Takes ownership of the physical condition of the property while collaborating with other building staff.Collects and communicates information regarding market conditions and property comparables to support contract rent increases with local housing authorities.Develops and maintains a positive and professional working relationship with rental assistance agencies such as Section 8, Housing Supports, Shelter + Care, etc.Participant Relations:Communicates directly with participants to address any property management issues and concerns (i.e., Building postings, maintenance needs, inspection notices, compliance requirements, etc.).Prioritizes the collection of rent and other monies and communicates efficiently with participants regarding their financial responsibilities. Develops payment plans and supports obtaining financial assistance (i.e., Letters, forms, other documentation, etc.) with participants.Collaborates with support services to creatively address community and participant needs as it pertains to property management.Leads site staff meetings regularly to communicate property management information.Engages in high level customer service that is culturally responsive, ensuring consideration for differing needs and expectations of participants, staff, vendors, community members, etc.Develops and implements participant education training (i.e., Unit care), surveys, satisfaction, incentive programs, etc., with input from other department staff.QUALIFICATIONS/REQUIREMENTSRequired:High school diploma or GED.Preferred experience in property management and/or compliance management, or similar field.Experience and ability to relate to people from diverse backgrounds with multiple barriers.Possess sound personal judgment, organizational skills, and strong time management skills.Ability to resolve conflicts and maintain confidentiality.Ability to convey a positive and professional image.Well organized, motivated, and goals and detail-oriented.Excellent oral and written communication and management skills.Join a team whose innovative work addresses the complex and intersecting challenges of addiction, homelessness, disability, poverty, and criminal justice involvement.
