Responsible for supervising permitting activities and Permit Clerks. Work is performed under general direction. Responsibilities include organizing, defining objectives, identifying problems and defining their solutions, delegating staff assignments, training, and monitoring activities for quality and efficiency. Coordinates front counter activity related to direct contact with customers and daily processing of permit applications.Supervises Permit Clerks, which includes managing and overseeing the construction application approval process, issuance of permits, plan submittals, and plan processing.Coordinates the provision of efficient and effective service delivery to customers; handles difficult and complex customer service situations; identifies and recommends opportunities for improving service delivery methods and procedures.Participates in the selection of assigned staff; provides or coordinates training; directs, coordinates, and reviews the work of assigned staff; monitors workflow; meets with staff to identify and resolve problems and correct deficiencies.Performs related work as required.Minimum Requirements:Associate degree in Civil Engineering, Code Compliance, Planning, Architecture, Construction Management, or closely related field.Three years of knowledge and experience as a Permit Clerk or public governmental; orFive years of increasingly responsible experience in supervising in a customer service community and development permitting.ICC Permit Technician Certification is highly desirable.PHYSICAL REQUIREMENTS:Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.Physical capability to effectively use and operate various items of office-related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine.No significant standing, walking, moving, climbing, carrying, bending, and kneeling.Some crawling, reaching, handling, sitting, standing, pushing, and pulling.Work is typically performed in a standard office environment.For all positions:Ability to establish and maintain effective working relationships with elected officials, coworkers, the press, the general public, and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation, gender identity, or sexual orientation.Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of all city ethics and conflicts of interest policies. Strong understanding of ethical behavior is required.Ability to maintain regular and punctual attendance.Performs related work as required.Reports to work as directed during an emergency as an essential employee of the City of Miami Beach.For all technical, professional, supervisory and managerial positions:Ability to develop innovative and creative solutions to issues consistent with the City’s strategic plan.Applicants must detail any related work experience on the application or risk disqualification.
