Definition:

Under the general supervision of the Chief Appraiser, this position is responsible for all administration functions with emphasis on the financial, human resources, and procurement aspects of the district’s operations. Functional areas include financial administration, human resources administration, risk management, employee benefit programs, acts as purchasing agent for District procurements, building and other maintenance, facilities and asset management, and management of administrative department support staff.Job Duties and Other Areas of Responsibility:Oversees Administration Department functions;Responsible for human resources administration;Coordinates the District’s annual budget process and performs ongoing financial monitoring and forecasting;Maintains District’s accounting system and produces month-end, year-end, and audited financial reports for the Board of Directors and public;Serves as the District's Investment Officer;Serves as the District’s Purchasing Agent, performing all aspects of the procurement process to include, but not limited to, drafting requests for proposals, reviewing bids, and negotiating contracts;Handles District's Risk Management functions, including property and casualty insurance, benefits claims and workers compensation programs;Coordinates Board of Directors matters, attends Board meetings, presents as appropriate, coordinates board packet compilation, and handles Board member entity appointments and public election processes;Serves as liaison with the District’s depository financial institution(s), partially self-funded health and welfare plan third-party administrator, insurance providers, independent auditors, vendors, and others;Oversees and coordinates administrative staff in carrying out supporting functions that include human resources, purchasing, accounts payable, payroll and other functions within Director’s areas of responsibility, and serves as the back-up person to perform these functions;Oversees any building, equipment and grounds maintenance and custodial functions, including acquisition and disposals of District assets;Prepares and submits various monthly, quarterly, annual and other periodic reports to comply with tax and other regulatory requirements;Periodic correspondence with taxing entities and legally required publications;Occasionally serves as lead for various initiatives, including construction, renovations, and other projects as deemed appropriate;Compliance with all District policies;Other duties as assigned; andUnderstands and supports safety standards as required by the job; keeps the workplace clean and safe.Minimum Qualifications:Bachelor’s degree from an accredited college or university in Business Administration, Accounting, Public Administration, Finance, or related field;Minimum of four years of experience in an administrative director or similar role;Knowledge of human resources regulations and laws;Knowledge of generally accepted accounting principles used by local governments;Knowledge of applicable procurement laws, regulations, and practices;Effective oral and written communication skills and public speaking as well as the ability to explain complex regulatory, budgetary and financial issues clearly;Demonstrates a commitment to ethical practices and integrity;Knowledge of governmental legal and regulatory environmental practices; andAny combination of other experience and education may be substituted for the requirements listed in the District’s sole judgement.Other “Plus” Qualifications:Certified Public Account Designation;Knowledge of Appraisal District operations;Knowledge of custodial contracts; andKnowledge of FEMA federal grant programs and procurement requirements.Environmental Factors:All work is normally accomplished in an office environment. Occasional overtime may be required as necessary to accomplish the objectives of the position.Physical Demands:Position requires sitting, walking, bending, squatting, leaning, twisting, stretching arms, and climbing up and down stairs. Also, using arms, wrists and fingers perform typing at computer keyboard.Job Type:
