GENERAL DESCRIPTION:This position is the managing accountant for a small agency with twelve total employees but includes regular interactions with eight community college districts in the state. This position manages all agency financial (expenditures and revenue tracking) and assists/coordinates with other staff related to procurement and contracting duties or transactions. This position supports multiple other staff with agency administrative tasks that rely on partner agencies, community colleges, and other state and national higher education partner organizations.Human Resource Contact:

ESSENTIAL FUNCTIONS:

The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.Manages complex financial and reporting tasks for the agency to ensure all weekly, monthly, and annual agency deadlines are met.Responsible for developing and maintaining the accuracy of all financial statements for the agency.Advises and provides feedback to agency management on interpreting regulations, policy, and procedures, as necessary.Develops fiscal policy and procedures in compliance with federal and state laws for the agency and develops and recommends changes in practices.Advises and confers regularly with management personnel and other agencies to clarify fiscal information and resolve problems.Oversees, monitors, and controls all expenditure and revenue activities for the agency, including processing and maintenance of all payables and receivables.Enforces internal controls over the agency's fiscal management.Assists agency leadership with special projects, which may include grant applications, progress reports, or other items.

PREFERENCES:Bachelor's Degree (typically in Finance, Accounting or a related field)

KNOWLEDGE:Knowledge of State and Federal laws, rules, regulations, and statutes.Knowledge of basic accounting, business principles, budgets, and cost controls.Knowledge of the WOLFS III system.Knowledge of budget and procurement practices and policies.Knowledge of State Personnel Rules and associated federal laws.Knowledge of internal controls over accounting applications.Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting systems.Knowledge of government management including human resources, accounting, and general management.Knowledge of project management.Knowledge of federal grant application, progress reporting, and financial reporting.MINIMUM QUALIFICATIONS:Education:Bachelor's Degree (typically in Finance)Experience:1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting AnalystOREducation & Experience Substitution:4-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting AnalystCertificates, Licenses, Registrations:None

PHYSICAL WORKING CONDITIONS:General office conditions including minimal lifting; some travel necessary.Some infrequent travel may be necessary but will be scheduled in advance.
