GENERAL DESCRIPTION:

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks a Lands Management Program Analyst within the Trust Land Management Division. As a member of the Trust Land Management Division, this position aids in administering programs related to the management of approximately 3.4 million acres of State Trust Land. Our culture will provide you with the opportunity for professional growth and a diverse experience that will help you further your career.The Lands Management Program Analyst position is responsible for effectively administering the easement program on State Trust Land. This position supports the Board of Land Commissioners in applying total asset management principles to optimize and diversify trust asset revenue and preserve and enhance trust asset values. The Program Analyst ensures effective lease/permit/easement compliance, proper collection, and distribution of funds, and directs the work of others within the agency as appropriate to help manage the program. This position is responsible for negotiating easement consideration rates based on the appropriate market environments and providing subject matter expertise related to land management procedure and administration, including knowledge of applicable rules, regulations, and statutes related to State Trust Land.This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community, home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.Human Resource Contact: Ryan Scheer, 307-777-8570, ryan.scheer2@wyo.govESSENTIAL FUNCTIONS :Receive, analyze, research, and process all easement applications.Research and analyze market data to determine consideration to be paid for an easement on state trust lands.Using market data, negotiate proper consideration with private landowners, pipeline and utility companies, and county, state, and federal agencies requesting easements across State Trust Land.Analyze data given by an applicant to determine the need for additional permitting, and process those permits as needed.Review legal land surveys for compliance with statutory requirements and agency regulations, and prepare, issue, and record the final grant of easement.Composes detailed correspondence and matters for the Board of Land Commissioners' review and consideration.Makes oral reports to the Assistant Director, Director, or Board of Land Commissioners on request.Assists staff of the Attorney General's Office in preparing appropriate documentation related to State Trust Land legal matters.Examines and reviews reports prepared by subordinates, consultants, or specialists.Explains agency policies, procedures, and practices of the Board of Land Commissioners to individuals or groups.Manages data in the State Land Asset Management System database.

PREFERENCES:Preference may be given to candidates with experience in land management.Preference may be given to candidates with experience and knowledge of easements and right-of-way management.KNOWLEDGE:

Knowledge of statutory requirements, agency rules, and regulations governing easements.Knowledge of principles, concepts, and practices of real estate laws, split estate laws, marketing, appraisal, valuation transactions, and negotiations.Knowledge of basic accounting principles.Knowledge of Microsoft Office products, GPS units, and related software.Knowledge and skills with geographic position and information systems.Knowledge of effective database management and/or Salesforce, a customer relationship management (CRM) platform.Skills in oral and written communication, problem-solving, and decision-making.Skills in interpreting maps and plotting legal descriptions.Ability to maintain effective interpersonal relationships and to handle stressful situations with professional composure.Ability to perform duties independently and efficiently.Ability to coordinate activities among various divisions within OSLI and other state and federal agencies.

MINIMUM QUALIFICATIONS:Education:Bachelor's DegreeExperience:

0-3 years of progressive work experience (typically in real estate, appraisal, acquisition, or title work) with acquired knowledge at the level of a Senior Land Management Specialist.OREducation & Experience Substitution:
