POSITION SUMMARY

The Housing Choice Voucher (HCV) Program Manager is responsible for the day-to-day administration and oversight of the Housing Choice Voucher (HCV), Rental Assistance Programs (RAP) and Shelter Plus Care (SPC) Programs, including grievance adjudication, lease-up, and landlord outreach. Exercise interpretation of program regulations and guidelines and provide direction and guidance to other staff members regarding Program administration. Responsible for managing the daily activities, overall performance and compliance with HUD rules of assigned staff. Represent the Authority in a professional and respectful manner.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Oversee day-to-day administration and reporting of all activities of Voucher Housing programs including HCV and RAP and Shelter Plus Care program activities, including oversight of waiting list maintenance, certifications and re-certifications, inspections, and rent reasonableness negotiations.

Perform special and/or non-regular re-certification and lease-up activities, including moves lease violations, terminations, and legal resident concerns.

Act as liaison for community agencies participating in the Mainstream, Shelter Plus Care Programs and other housing programs receiving tenant and project-based rental assistance.

Ensure compliance with HUD, state, and local requirements by staff. Ensure that all subordinate staff members understand and keep current with the department's policies and procedures.

Determine team staffing, training needs, coaching and leadership development.

Ensure there is a Rent Reasonableness system. Works with Inspection staff and or contractors to ensure they are meeting HUD HQS standards. Revise and update the utility allowance schedule.

Assist in financial monitoring (i.e. audits/reviews of HAP registry, etc.) to ensure proper use of HUD funding.

Perform month end closing procedures for HCV Programs and Shelter Plus Care Programs in a manner to assure timely payments to landlords. Prepare monthly submission to HUD’s Voucher Management System. Submit PIC monthly to ensure program compliance.

Assist in grant preparation and Annual Progress Reports to secure new and continued program funding.

Prepare reports and provide updates on status of all HCV program activities, including schedule of recertification, moves, vacancies and program utilization.

Implement required actions and track progress against SEMAP and other agency agreements to ensure overall HUD and State compliance. Work towards goal of maintaining SEMAP high performer status. Prepare progress reports as required.

Receive participant Grievances and Reasonable Accommodations. Schedule and attend hearings, maintain proper records, and ensure that appropriate action is taken as a result of hearings. Communicate with the Director of Operations and the Executive Director as appropriate to properly conduct Grievance Hearings.

Develop and execute plans for landlord outreach to increase the number of landlords participating in the HCV and Shelter Plus Care Program within the Housing Authority’s jurisdiction.

Supervise HCV, RAP and Shelter Plus Care program staff. Perform duties in connection with subordinate staff management, including but not limited to work assignments, performance evaluations, employee counseling, and disciplinary actions.

Participate in PHA administrative activities, such as staff meetings, report preparation, performance review sessions, informational sessions, etc.

Perform Quality Control on correct participant rent calculation, Housing Quality Standards Inspections and Enforcement, Rent Reasonableness, and waiting list selection.

Evaluate procedures and processes and provide recommendations for program excellence and performance improvements.

Perform other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Demonstrate effective verbal and written communication skills.

Ability to handle and resolve complex situations effectively, in a professional manner.

Ability to apply discretion and trust with confidential material.

Proficient with computers, including MS Office suite software, Internet, and electronic mail programs.

Manage and complete multiple tasks across departments or functional areas.

Must have thorough knowledge of HUD rules and regulations pertaining to the HCV program and other relevant areas.

Understand and keeps current on Agency policies and procedures, and federal, state, and local codes, rules, and regulations as they pertain to job responsibilities.

Strong familiarity with leased housing principles.

Must have a valid Connecticut Driver’s license and insurability by the Authority’s automobile insurance carrier.

EDUCATION AND EXPERIENCE

Bachelor's Degree in Public Administration, Business Administration, or related field preferred; applicable professional experience may be substituted for educational requirements at the sole discretion of HACD.

Four (4) years' experience in Section 8 Program administration, at least two (2) years of which must have been at a supervisory level.

Obtain certification in Housing Choice Voucher Specialist and Housing Choice Voucher Program Management within 180 days of employment.
