The Code Enforcement Officer will lead and coordinate administration and enforcement of City codes related to short-term rentals.The qualified individual

Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while espousing safety at all times.

Short-Term Rental Licensing and EnforcementResponsible for overall administration of Short-Term Rental and Enforcement program. Responsibilities may include:

Assisting customers with identifying and understanding applicable code provisions with the intent of avoiding violations to the extent possible.Receiving, investigating, researching and ensuring resolution of questions, complaints, violations and issues concerning City codes related to short-term rental uses.Detecting, investigating, documenting and ensuring the correction of violations of short-term rental uses.Assist in the scheduling and documentation of field inspection activities.Conducting field inspections and investigations and identifying legal owners and parties of interest; notifying parties of non-compliance; issuing corrective letters and notices for violations of City code and informing owners of the legal process should they not comply.Issuing notices, warnings, citations, stop-work-orders or other appropriate actions.Performing follow-up site inspections to verify compliance with specified corrective actions; photographing and documenting findings; analyzing situations and determining appropriate action.Preparing and maintaining detailed records and reports of inspection, violation and enforcement activities.Confirming and documenting resolution of violations.Collaborating with City Attorneys, Police Department, and other departments and agencies as necessary.Preparing reports as required for court and hearings; appearing and testifying in court and STR hearings as required.Supporting ResponsibilitiesAssisting with other code enforcement cases, as needed.Collaborating in the organization and maintenance of records, files, logs and maps related to permit issuance and inspections.Receiving applicable fees.Compiling a variety of data regarding codes; preparing daily, monthly and annual reports of activities.Recommending changes to codes, rules and regulations based upon common problem areas or unique land use issues.Participating in the development of new ordinances addressing improved implementation of code objectives.Making presentations to the public, the Planning Commission, City Council, Board of Adjustment and other boards and commissions as required.Participating on boards or committees or work groups as assigned.Assisting other departments, state, county and local jurisdictions as necessary.Performing related duties as assigned.

We are seeking the following qualifications

Education and Experience:High School diploma or GED equivalent; andOne year specialized training in planning and zoning or closely related field; andOne year experience in a position working with the public; orAny equivalent combination and education and experience.Necessary Knowledge, Skills and Abilities:

Ability to work with the public in a professional manner while consistently enforcing the codes.Ability to deal with angry or upset persons in a calm, professional manner.Some knowledge of modern law enforcement principles, procedures, techniques, and equipment is desirable.Ability to use a computer and Microsoft Office Suite.Some skill in the operation of most of the tools and equipment listed below.Ability to learn the applicable laws, ordinances, and department rules and regulations.Ability to effectively coordinate and organize actions involving multiple departments involved in code enforcement.Ability to communicate effectively orally and in writing.Ability to establish and maintain effective working relationships with subordinates, peers and supervisors.Ability to follow verbal and written instructions.Ability to learn the City's geography.Ability to work outside in adverse weather conditions as necessary.

Other

Compensation range is $25.55 - $37.04 per hour and placement within the range is dependent upon relevant experience and qualifications.
